The 𝘌𝘯 𝘉𝘢𝘯𝘤, during its session today, January 21, 2026, denied the motion for reconsideration filed by retired Court of Appeals Associate Justice Isaias P. Dicdican seeking to lift his preventive suspension from the practice of law and restore his pension and retirement benefits.

In denying Dicdican’s motion for reconsideration, the SC stressed that the preventive sanctions were not meant to punish him, but to serve as precautionary measures.

In 2025, the SC formally charged Justice Dicdican with gross misconduct for his alleged involvement in the murder of Atty. Joey Luis B. Wee, who was shot and killed on November 23, 2020 in Cebu City.

Following the filing of the charge, the SC ordered Justice Dicdican’s preventive suspension from the practice of law and the discontinuation of his pension and retirement benefits pending the resolution of his administrative case.

The SC explained that preventive suspension is necessary because Justice Dicdican, having practiced law and served as a Court of Appeals Justice in Cebu, may have possible influence that could obstruct the ongoing criminal and administrative cases against him.

Under the 𝘊𝘰𝘥𝘦 𝘰𝘧 𝘗𝘳𝘰𝘧𝘦𝘴𝘴𝘪𝘰𝘯𝘢𝘭 𝘙𝘦𝘴𝘱𝘰𝘯𝘴𝘪𝘣𝘪𝘭𝘪𝘵𝘺 𝘢𝘯𝘥 𝘈𝘤𝘤𝘰𝘶𝘯𝘵𝘢𝘣𝘪𝘭𝘪𝘵𝘺, preventive suspension is imposed to prevent interference with an investigation. This includes tampering, hiding, or destroying evidence, and intimidating witnesses.

ACCEPTANCE SPEECH OF IBP PILLAR AWARD AT LIPA LAWYERS LEAGUE INDUCTION & CHRISTMAS PARTY ON DECEMBER 5, 2025

Ladies & Gentlemen, Good evening.

Allow me to do justice to this gracious award, a little remark is necessary.

I'm indeed overwhelmed with this honor.

50 years is a long journey in the field of legal engagement to handling endless controversy of clients. But 50 years is a short time for passionate love for law and fighting for legal principles.

Yet 5O years is short enough to exhaust ones enthusiasm devoted to the ends of justice through law. And 50 years is long and boring years for lackadaisIcal effort in the pursuit of skill to make law and justice ends become a realization.

But as for me give me more years
and finally satisfaction will reach its pinnacle of a life devoted to the noble aims of law.

Now, at this momentous and historic event , I could not express more happiness but to happily receive this accolade from the IBP NATIONAL Office ... this gracious present award.
It took them 50 years before this award came.
Thank you.

Thanks also to our IBP Batangas Chapter for no less than two decades I have jousted in court with it's brilliant and sportsmanlike lawyers who have gone before us. It's a sentimental memory remembering them.

Thanks also to LLL I having been with them since year 2000 to the present where I had occasion to be one of it's President.

And for those who are now in active law practice I wish and hope seeing you in court for indeed I have yet still lots to learn many legal skills by interacting with you.

As Justice Oliver Wendel Holmes of the US Supreme Court advice to the graduating class in Harvard law school .. "There is no lofty way to be an advocate in law than to practice law in the GRAND MANNER. "
