The Securities and Exchange Commission (SEC) issued Memorandum Circular No. 3, series of 2026, providing updated guidelines on the processing of amendment applications through the eAMEND Portal, consistent with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

These updates aim to promote consistency, efficiency, and timely compliance in the submission and processing of amendment applications.

The Office of the Bar Confidant is reminding the successful examinees (SBEs) that there are 𝗢𝗡𝗟𝗬 𝗧𝗪𝗢 𝗗𝗔𝗬𝗦 𝗟𝗘𝗙𝗧 to complete the clearance procedure needed prior to taking the Lawyer’s Oath and signing of the Roll of Attorneys.

Face-to-Face Oathtaking of the New Certified Public Accountants

The face-to-face mass oathtaking of the new Certified Public Accountants will be held on January 13, 2026, at 2:30 P.M., at the Diversion 21 Hotel, Iloilo City.

All successful examinees interested in attending the face-to-face mass oathtaking shall register not later than 12:00 NN of the day prior to the date of the oathtaking at https://online.prc.gov.ph/ to confirm their attendance.

Inductees are required to PRINT the Oath Form with their own generated QR. This will be submitted during the oathtaking to be tagged as “attended”.

Those who cannot attend the scheduled face-to-face mass oathtaking may attend the online oathtaking or request a special oathtaking. Online Oathtaking announcements will be posted once the schedule is confirmed.

After the oathtaking, inductees shall proceed with their Initial Registration by securing an online appointment at http://online.prc.gov.ph.

Can the government collect taxes without a valid assessment? 🤔

In CIR v. Stradcom Corporation, the Supreme Court ruled that taxes may only be collected after a lawful assessment and due process. Without these, there is no delinquency and nothing the government can legally collect.

This landmark ruling reinforces a core principle of tax law: authority must always follow the law.

So, where does tax authority end and taxpayer rights begin?
