Under the 1987 Philippine Constitution, protected ang right to education—pero tandaan, graduation ceremony is a privilege, not an absolute right.

Ibig sabihin: may authority ang schools to set rules, including dress codes, to maintain order and formality during ceremonies.

Pero… hindi rin unlimited ang power na ‘yan.

✔️ Ang dress code policies must be clearly communicated beforehand

No Permit, No Exam? Know Your Rights under RA 11984!
Hindi makapag‑exam dahil hindi fully paid sa tuition fee? Alam mo yung feeling na ready ka na mag‑exam… pero ‘di ka pinayagan dahil may balance ka pa sa tuition?

So, ano ba ang sabi ng batas patungkol dito?

👉 Under the newly enacted Republic Act No. 11984 and its Implementing Rules and Regulations, schools are now prohibited from enforcing “No Permit, No Exam” policies. Ito ang dapat mga tandaan.
● Hindi basta basta na mapipigilan ang mga students na mag-take ng exam dahil may utang or unpaid balance pa.
● Permit before the exam? Hindi pwede ‘yan. Kung isa ka sa mga students na kabilang sa low-income families, o nagkaroon ng unexpected financial struggles, o hindi kaya naman ay naka-experience ng emergency or calamity, magsecure lamang ng necessary certificate mula sa munispyo or DSWD.
● Maaari ring magpasubmit ng promissory note ang school so kahit wala pang pambayad, may chance pa rin mag-take ng exam.

📌 Coverage: It applies to all public and private schools — basic (K to 12), higher education institutions, at technical‑vocational institutions (TVIs). Note: For TVIs, covered lang yung long‑term courses na more than 1 year.

💡 Tips para hindi ma‑stress:
● Talk to your school agad – request for promissory note or payment arrangement
● Check your student handbook – dapat malinaw ang policy tungkol sa exam permits
● Ask for consideration – lalo na kung graduating ka (some schools allow special exams)
● Document everything – para may proof ka ng request at agreement ninyo

Reminder: Education is a right, but it also comes with responsibilities. Ang goal: makahanap ng middle ground—hindi ka maiiwan, at mababayaran din ang obligasyon.

📌 Pro tip: Huwag hintayin na exam day bago mag-open up. Early communication = more chances na mapagbigyan ka.
