The SUSG Judiciary formally adopts a new Rules of Court to govern the conduct of its proceedings. This development marks a significant step toward strengthening the administration of student justice and ensuring that processes before the Judiciary are clear, consistent, and accessible.

Among its salient features is the consolidation of cases falling under the jurisdiction of the Judiciary pursuant to the SUSG Constitution and existing resolutions passed by the SUSG Student Assembly. By integrating these governing provisions into a single procedural framework, the Rules promote uniformity and prevent confusion in the handling of cases.

The new Rules of Court also lay down the procedures applicable to each type of case, providing guidance on the filing of complaints, submission of answers, motions, presentation of evidence, and other stages of the proceedings. To further assist students, the Rules include templates of common legal formsโ€”such as a complaint, answer, and motion for extension of time to file an answer. In keeping with the principle of accessibility, the Rules provide that substantial compliance with these forms is sufficient, ensuring that cases are resolved on their merits rather than dismissed on mere technicalities.

Through this initiative, the SUSG Judiciary reaffirms its commitment to fairness, efficiency, and transparency. May this Rules of Court pave the way for a more responsive and equitable system of student justice.

SUSG STATEMENT ON BOT INVITATION TO COMMITTEE MEETINGS
The Silliman University Student Government (SUSG) expresses its appreciation to the Silliman University Board of Trustees (BOT) for hearing, seeing, and valuaing student representation through the formal invitation extended to SUSG to participate as a resource person in relevant BOT committee meetings.
This gesture underscores the BOT's recognition of the vital role student voices play in shaping policies and initiatives that impact the University community. Additionally, this arrangement aligns with SUSG's mandate to advocate for the welfare and development of Silliman students.
As student representatives, we will be gathering the most pressing student concerns and ensuring these grievances are communicated to the committee meetings. We are eager to engage constructively, fostering meaningful dialogue that advances our shared vision for a vibrant and inclusive Silliman University.

The Silliman University Student Government (SUSG), through SUSG Judiciary, serves in an ex-officio capacity in the University Disciplinary Board (UDB). In this role, the Prime Justice actively participates in the Boardโ€™s proceedings and assists in the careful drafting of its decisions, ensuring that they are well-reasoned, clear, and consistent with University rules and principles of due process.

During the months of November and December, the UDB conducted a series of hearings and deliberations concerning a case of sexual harassment. After careful evaluation of the evidence and observance of due process, the Board rendered its decision and imposed the appropriate penalties in accordance with University rules and regulations.

In January, the Board likewise heard a case involving verbal abuse committed by a student against a University staff member. Following proper proceedings and deliberation, the corresponding sanctions were imposed.

Given the sensitive nature of these cases and the confidential information involved, the full text of the decisions cannot be publicly disclosed. Nonetheless, the outcomes affirm the Universityโ€™s commitment to accountability, respect, and the maintenance of a safe academic environment.

These cases serve as a reminder that justice is upheld within the institutionโ€”firmly, fairly, and with due regard for the rights and dignity of all parties concerned.

On December 27, 2025, the Silliman University Student Government (SUSG) Judiciary held its first online deliberation on the proposed SUSG Judiciary Rules of Court. The meeting marked an important step toward strengthening judicial procedures and improving the administration of justice within the student government.

During the meeting, the members carefully and systematically reviewed the draft Rules of Court. Each provision was discussed seriatim, allowing the Judiciary to closely examine every section and provide focused and constructive input.

A second deliberation is scheduled on December 28, 2025. These discussions reflect the Judiciaryโ€™s commitment to refining the Rules of Court to ensure they are clear, practical, and responsive to the needs of the students.

Today, we commemorate the International Human Rights Day, a reminder that human dignity must always be upheld regardless of changes in government leadership or global conditions. While laws, policies, and political landscapes may shift, human rights remain constant. They serve as the foundation and guiding standard of every government actions and regulations.

College of Law Representatives Macarubbo and Maputi, together with Speaker of the House Amante, met with Prime Justice Bulado and Justice Elum on December 13, 2025, for a consultation held at the Villareal Hall student lounge.

The discussion focused on clarifying the scope of the SUSG Judiciaryโ€™s jurisdiction, particularly in relation to student misconduct, student organizations, and election-related offenses. It was emphasized that the SUSG Judiciary does not possess motu proprio authorityโ€”meaning it cannot take action on any misconduct unless a formal complaint is filed.

During the consultation, it was also revealed that the SUSG Judiciary currently has ๐ญ๐ฐ๐จ ๐ฉ๐ž๐ง๐๐ข๐ง๐  ๐œ๐š๐ฌ๐ž๐ฌ before the University Disciplinary Board (UDB).

The dialogue reflects a continuing effort to promote a more transparent, responsive, and accountable student justice system.
