Answer: No. It is a NON-DELEGABLE DUTY. A serious violation of Notarial Law. The document notarized and signed by a non-lawyer is invalid, void, and no legal effect.

The person whose document is notarized and signed by a non-lawyer is wasting money for a document with no legal effect.

Academically speaking: criminology and law students to lawyers know that this is very wrong. The prosecution has the burden of proof. The accused need not even do anything and is entitled to acquittal if the prosecution failed to meet the required proof.

Reality speaking: You can say anything. This statement is a bait. The purpose is to lure you to a trap.

Police Welcoming Rites, two points of view:

1. Those who survived; compared to us, that is nothing.

If the reason is “to prepare one if he/she is caught by the enemy” then first there should be an enemy. Who is therefore the enemy of the police, the civilian?

Compared that to the men and women who are in charge of national security. If they will be caught by the enemy of the state (foreign or domestic), he/she will suffer and die as a matter of course.

In any case, rigorous training is needed with emphasis on training and not welcoming rites.
