The Quranical Verse shown herein is a best guide for the Bangsamoro Parliament to pursue effective administrative, economic and political reforms through legislation that removes the blunders affecting the aforementioned three areas of change. We cannot attain the pinnacle of Bangsamoro struggle without giving attention to the removal of blunders in administration, economics and politics through the insertion of several legal provisions in the enactment of pertinent regional codes such as local government code, codification of criminal, civil and commercial laws of the Bangsamoro pursuant to Comprehensive Agreement on the Bangsamoro and the Bangsamoro Organic Law. With this good aim, the Bangsamoro Parliament should endeavor to explore the extent and test of constitutionality of the said codes, and should avoid lowering from such test as in the case of the already enacted Bangsamoro Electoral Code which had not exhaust the extent of its constitutionality as there were important constitutional provisions omitted due to fear of possible assail.
