UNIT HISTORY
The humble beginn
ing of Cebu Technological University is way back in 1911 when the Cebu Trade School was established as one of the earliest vocational schools in the country that was founded by the Americans. The CTS was the Manual Arts Department of the Cebu Normal School (now Cebu Normal University) wherein its main purpose was to develop technical skills and further promote love of works. When the Cebu Normal School phased out its secondary curriculum, the Cebu Trade School became an affiliate of the Cebu Provincial High School located along Jones Avenue. Based on proclamation No. 180 dated August 20, 1928 it has became a separate entity and acquired its present campus along corner Mariano Jesus Cuenco Avenue (formerly Los Martires) and R Palma Street. Significantly, the CTS produced its first graduates in 1912. In 1925, the secondary school was opened, and in 1940 by virtue of the Commonwealth Act No. 313, the Cebu Trade School was renamed as Cebu School of Arts and Trades (CSAT). At the same year, it has offered a two-year technical course for male students and in 1950, CTS opened its doors to female students. On June 10, 1983, Batasan Pambansa Bilang 412 converted CSAT into Cebu State College of Science and Technology (CSCST). Where in all other government vocational schools in the province of Cebu become satellite campuses. One of these campuses is in Carmen, Cebu, the former Quirino School of Fisheries which was converted into Regional Institute of Fisheries Technology (RIFT) by virtue of MECS Order No. 72, s, 1978 before CSAT was converted into CSCST. On November 10, 2009, Republic Act No. 9744 was signed into law converting Cebu State College of Science and Technology (CSCST) into Cebu Technological University (CTU) composed of nine campuses all over the Province of Cebu. R.A. 9744 provides that the main campus be in Cebu City and satellite campuses in Danao City, Carmen, San Francisco, Daanbantayan, Tuburan, Barili, Argao and Moalboal. Extension campuses are in Malabuyoc, Dumanjug and San Fernando. The CTUโs first tertiary course offered was Bachelor of Science in Industrial Education in 1954. Addressing the need of professionalism in quality science and technology institution, the school has pioneered in offering a teacher training program that catered to the needs of the Visayas and Mindanao. CTU then became the first vocational teacher training institution in the South. To sustain the momentum in vocational training and respond to the needs of the labor industry, CTU then offered Bachelor of Science in Industrial Technology (BSIT) in 1975. At the start of SY 2010-2011, the Cebu Technological University-Carmen (CTU-Carmen) has requested affiliation of its Naval ROTC to the 559th NROTC Unit (UV) to cater the incoming first year BS Marine Engineering students and also those students from other programs who are interested to be trained under the NROTC program. Moreso, this is to implement the recommendations of international shipping partners and other manning agencies in the country to harmonize their requirement aboard ship. Thus, in February 01, 2010 the Campus Director, Dr Venerando D Cunado, Ph.D. has formally requested and submitted a letter to the Naval Reserve Center Eastern Visayas to assist the school for the implementation of the Naval NROTC Training program. Subsequently, on 26 April 2010 the NRCenEV forwarded to Headquarters Naval Reserve Command for the affiliation of its Naval ROTC and it was approved. However, with the increasing number of students taking up maritime courses that have exceeded the required number of Midshipmen to create a Naval ROTC Unit, the Campus Director has again requested the NRCenEV for a separate NROTC Unit. Thus, in July 15, 2013 the Headquarters NRCEnEV has formally forwarded a request to Headquarters Naval Reserve Command for a separate Naval ROTC Unit CTU- Carmen Campus. Significantly, effective 26 December 2013 the NROTC CTU-Carmen Campus is designated as 566th Naval ROTC Unit Pursuant to Paragraph II General Order Number 53 General Headquarters Armed Forces of the Philippines dated 13 January 2014. The 566th NROTC Unit is now one of the NROTC Units of the Naval Reserve Command, Philippine Navy which is under the strict supervision of the Naval Reserve Center Eastern Visayas. Subsequently, the 566th NROTC Unit was officially organized and activated on 01 July 2014 with COL GEORGE S FERNANDEZ PN(M)(GSC) as Commandant with four (4) training staff to man and supervise the training of the 566th NROTC Corps of Midshipmen.
