From academic discussions to meaningful community engagement, the USJ-R Law Student Practitioners successfully conducted Project T.A.M.A.N.G. Governance (Transparency, Accountability, Management, Action, Nation-building, and Good Governance), an initiative bridging legal education and public service.

The team visited Brgy. Budla-an, Cebu City on April 29 and May 6, 2026, and Basak, Mandaue City on May 11, 2026, engaging local leaders and residents through a seminar series on laws that uphold integrity and accountability in public office:

On April 27, 2026, the Law Student Practitioners of the University of San Jose-Recoletosโ€”Marie Angeli Padilla, Maria Melanie Medillo, Victoria Mendoza, Gracielle Anne Odilao, Judith Ponce, Albie Mae Sumaylo, and Charisse Kathleen Syโ€”under the guidance and supervision of Atty. Ling Escalante, in partnership with the LGU, conducted a seminar for the officials and employees of Brgy. Kalubihan and Brgy. Tejero on R.A. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), R.A. 3019 (Anti-Graft and Corrupt Practices Act), and the Revised Penal Code provisions on crimes against public officers.

Through Project Tamang Governance, this initiative seeks to strengthen ethical public service, deepen awareness of the duties and responsibilities of public officials and employees, and reaffirm the principle that public office is a public trust. Through shared learning, collaboration, and community engagement, we continue to uphold accountability, integrity, transparency, and good governance in our communities.

Together, we move toward a more responsive, responsible, and service-oriented public sector.

Our Law Student Practitioners (LSPs) recently conducted a seminar for the officials and employees of Barangay Basak San Nicolas, Cebu City, focusing on four (4) principal statutes that uphold accountability in public service: the Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. No. 6713), Crimes Committed by Public Officers under Title VII of the Revised Penal Code, the Anti-Plunder Act (R.A. No. 7080), and the Anti-Graft and Corrupt Practices Act (R.A. No. 3019).

The team of Law Student Practitioners is composed of Carl Jake H. Sinadjan, Kyrra Jhon Elumba, Renilo M. Taniola Jr., Maureen Kristy V. Acopio, Jerreleane Mae S. Canoy, Rose Ann D. Catantan, and Emiry P. Depalubos.

In revisiting these controlling legal frameworks, the LSPs underscored the fundamental constitutional principle that must guide all public servantsโ€”that public office is a public trust. This initiative aims to enhance legal awareness, promote strict adherence to ethical standards in governance, and reinforce the obligation to discharge public duties with integrity, transparency, and accountability.

Law Student Practitioners (LSPs) from the University of San Jose-Recoletos (USJ-R) School of Law spearheaded a legal education seminar titled "Project Tamang Governance" at the Barangay Hall of San Nicolas Proper on April 30, 2026. The initiative, aimed at strengthening the legal literacy of grassroots leaders, marks the first of two scheduled barangay sessions under the schoolโ€™s Clinical Legal Education Program (CLEP).

The seminar primarily catered to the Barangay Officials of San Nicolas Proper, focusing on the legal responsibilities and ethical standards required of public servants. The event opened with a welcome address from Barangay Captain Hon. Clifford Jude Niรฑal, who underscored the necessity of continuous learning for local administrators.

"Isip alang usa ka opisyales, mas maayo gayud nga naa tay nahibaw-an kesa wala,"
Niรฑal stated, emphasizing that it is vital for officials to be knowledgeable about the law rather than uninformed. He further expressed his optimism that the seminar would lead to tangible improvements and positive changes in local governance.

The educational segment commenced with a deep dive into the Anti-Graft and Corrupt Practices Act (R.A. 3019). George Daniel Castillo opened the discussion by outlining the fundamental provisions of the law and citing relevant jurisprudence to illustrate how these statutes are applied in real-world scenarios. He was followed by Roselene Corciega, who expanded on specific prohibited acts and the severe legal consequences associated with graft and corrupt practices.

Transitioning from statutory prohibitions to professional behavior, John Christopher Sulla III presented the Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713). Sullaโ€™s session highlighted the eight norms of conduct, including commitment to public interest and professionalism, which serve as the moral backbone of government service.

The lecture series shifted from ethical standards to the more severe penal implications of misconduct. Clark Pasu-it discussed Title VII of the Revised Penal Code, which details crimes committed by public officers. His presentation covered various felonies in office, such as direct bribery, malversation of public funds, and dereliction of duty, providing the officials with a clear understanding of the criminal liabilities associated with their positions.

To gauge the effectiveness of the lectures, the USJ-R teamโ€”under the supervision of Atty. Jlayda Carmel Gabor and composed of Castillo, Corciega, Pasu-it, Sulla, Richelle Aquino, Rhett Angelo Belonio and Fr. Ralph de la Piezaโ€”administered pre- and post-tests to the participants. The results of these assessments aimed to measure the learning progress of the attendees throughout the day.

The atmosphere remained engaged through an interactive icebreaker designed to foster camaraderie between the law student practitioners and the local officials. The program concluded with a closing message from Fr. Ralph de la Pieza, who thanked the barangay for their participation and reaffirmed the universityโ€™s commitment to community legal empowerment.

Dedicated to bringing legal knowledge to the grassroots, a team of USJ-R Law Student Practitionersโ€”composed of Kimberly T. Dio, Kimberly T. Samas, Kim I. Raรฑeses, Hanahjay B. Cordova, Charlene A. Luna, Gabriel Kyle Genesis B. Vilbar, and Keru Francis L. Yuโ€”recently took their expertise to the heart of the community. In a mission to promote legal literacy and social justice, seminars were held in Barangay Luz and in Barangay Kasambagan last April 23 and April 24. The team was accompanied by their supervising lawyer, Atty. Michelle Mae Mabano.

The seminars covered four (4) pertinent laws: the Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. No. 6713), Crimes Committed by Public Officers (Title VII of the Revised Penal Code), the Anti-Plunder Act (R.A. No. 7080), and the Anti-Graft and Corrupt Practices Act (R.A. No. 3019). In revisiting the core tenets of accountability, our LSPs emphasized that public office is a public trust.

By fostering a community that understands these laws, the LSPs empower both citizens and barangay officials to uphold a government that is transparent, clean, and truly for the people.

Some of the USJR School of Law LSPs (Law Student Practitioners) under the Clinical Legal Education Program recently held their courtesy visits to Barangay Bacayan, Cebu City and Barangay Canduman, Mandaue City. Our aspiring lawyers had a conversation with the barangay captains and Secretaries to share the heart of the project TAMANG Governance: transparency, accountability, and the power of good governance.

Through this, and in the activities ahead, our LSPs and our partners in the local government are not only learning the law, but also understanding who it is meant to serve.
