Across every activity, one principle remained constant: justice is best pursued not from a distance, but through pagduyog—walking with people, understanding their realities, and empowering them with the law.

On April 18, 2026, the Peace and Democracy Clinic’s CLEP 1 and 2 members, alongside XUCLA interns and a dedicated team of lawyers, Atty. Bonna Lora Soriano, Atty. Francesca Tanya Borja, Atty. Ariane Corcono, Atty. Bianca, and Andrea Miranda Bince, conducted 𝗟𝗶𝗯𝗿𝗲𝗻𝗴 𝗧𝗮𝗯𝗮𝗻𝗴 𝗟𝗲𝗴𝗮𝗹, a legal aid mission at Barangay Gusa.

The mission served as a profound realization of the gap between academic law and community reality. For the organizers, the experience underscored that the legal profession extends far beyond technical expertise; it serves as a vital bridge for those who feel marginalized by a system that often appears prohibitively expensive or dauntingly complex.

By providing free services, the team aimed to empower constituents who might otherwise avoid the legal system entirely. The significant emotional and mental burden carried by residents overwhelmed by legal challenges was evident, and the high turnout confirmed a substantial, unmet demand for accessible legal assistance at the grassroots level. This initiative illustrates the essential role of community-based programs in fostering a more inclusive justice system.

On April 12, 2026, the 𝐈𝐧𝐝𝐢𝐠𝐞𝐧𝐨𝐮𝐬 𝐏𝐞𝐨𝐩𝐥𝐞𝐬’ 𝐂𝐥𝐢𝐧𝐢𝐜 returned to the Tikalaan Tribal Hall for “𝒀𝒖𝒕𝒂, 𝑲𝒂𝒕𝒖𝒏𝒈𝒐𝒅, 𝒖𝒈 𝑲𝒂𝒖𝒈𝒎𝒂𝒐𝒏: 𝑷𝒂𝒈𝒑𝒂𝒍𝒊𝒈-𝒐𝒏 𝒔𝒂 𝑻𝒊𝒏𝒈𝒐𝒈 𝒔𝒂 𝑳𝒖𝒎𝒂𝒅,” a legal capacity-building session with Atty. Hillary Ratilla and Sir Bernadie “Bem” Jamora of the Samdhana Institute.

While the IPRA guarantees inherent rights to the Higaonon, Manobo, and Talaandig communities, our immersion highlighted the uphill battle they face against technical procedures and bureaucratic delays. This experience reaffirmed that legal knowledge is only as powerful as the institutions that listen to and act upon it.

The Clinic realized that true advocacy means bridging the gap between the law’s promise and the community’s reality. 𝐁𝐢𝐬𝐚𝐧 𝐩𝐚 𝐦𝐚𝐧 𝐮𝐧𝐬𝐚 𝐩𝐚 𝐤𝐚 𝐥𝐢𝐠-𝐨𝐧 𝐚𝐧𝐠 𝐭𝐢𝐧𝐠𝐨𝐠 𝐬𝐚 𝐋𝐮𝐦𝐚𝐝, 𝐝𝐢𝐥𝐢 𝐤𝐢𝐧𝐢 𝐦𝐚𝐠-𝐢𝐛𝐨 𝐤𝐮𝐧𝐠 𝐝𝐢𝐥𝐢 𝐤𝐢𝐧𝐢 𝐩𝐚𝐦𝐢𝐧𝐚𝐰𝐨𝐧. We stand with the nine gaups of Talakag in their call for more responsive institutions that protect ancestral domains not just on paper, but in practice.

This mission was a labor of community love, and it would not have been possible without the generosity of our supporters. A meaningful step toward education, rehabilitation, and hope unfolded at CDOCJ-FD as more than 800 books were generously donated in support of the facility’s upcoming jail library launch on May 27, 2026.
Under the leadership of JSINSP MARY ROSE S PACANA, CDOCJ-FD expressed its heartfelt gratitude to Xavier University – Ateneo de Cagayan for approving the book request through University President Fr. Mars P. Tan, SJ. The donation, which also included sturdy bookshelves, marks a significant milestone in strengthening the dormitory’s educational and developmental programs for Persons Deprived of Liberty.
This initiative was made possible through the dedicated efforts of Retired Judge Maria Corazon Gaite-Llanderal, whose commitment to restorative justice continues to create opportunities for transformation within correctional facilities. The turnover activity was attended by students from the Xavier University School of Law, further highlighting the spirit of volunteerism and social responsibility among future legal professionals.
The soon-to-be-launched jail library stands as a symbol of second chances; providing pdl access to knowledge, personal growth, and a renewed sense of purpose. More than just books, this donation represents a bridge connecting the community to those behind bars, reinforcing the belief that learning and change are always within reach.

On April 12, 2026, we returned to the heart of Balintad, Baungon, to move from understanding to implementation.

True legal advocacy doesn't end with immersion; it begins with the application of what we’ve learned alongside the community. By working hand-in-hand with our partner organization, we are turning shared insights into tangible steps toward justice and empowerment.

This day served as a powerful reminder that the law is a living tool, most effective when wielded in the service of those it aims to protect.

Residents who wish to avail of the legal consultation, particularly for simple legal forms, are encouraged to bring a valid ID and any documents related to their legal concern for faster assistance. There will also be free medical and surgical consultations, free medicines, vitamins and hygiene kits, and forums on public health and welfare, under the care of the XUJPRSM.

This collaborative effort between the professional schools of Xavier Ateneo is part of our commitment in promoting access to justice and bringing healthcare closer to the body politic.

On April 8, 2026, the Gender Law and Equality Clinic conducted a training session on reporting and handling harassment cases for members of the Gender and Development (GAD) Focal Point System of Xavier University, composed of administrators, directors, and HR personnel.

The session featured Atty. Bianca Andrea Miranda I. Bince, J.D., a practicing litigator and Xavier University alumna, who discussed the Safe Spaces Act with a focus on the proper procedures in filing gender-based harassment complaints through the Committee on Decorum and Investigation (CODI). She also clarified key distinctions between laws addressing gender-based harassment.

The training aimed to equip institutional leaders with the knowledge and tools necessary to uphold safe, inclusive, and gender-responsive spaces within the workplace.
