The has approved the Proposed Amendments to the Guidelines on the Conduct of Videoconferencing.

The Guidelines shall take effect on February 16, 2026, 15 days following its posting on the Supreme Court and OCA websites.

The Guidelines expand the definition of “overseas venues,” which now covers “Philippine consulates and embassies, other Philippine government offices abroad, other places allowed under applicable bilateral or multilateral agreements, and any other venue authorized by the Supreme Court for videoconferencing from abroad.” [Section 2(j), Part 1]

Section 4, Part 2 of the Guidelines details how videoconferencing is initiated:

“In civil and criminal cases, the parties, through their counsel, individually or jointly, may, by written or oral motion, move that they be allowed to participate via videoconferencing.

“In criminal cases, a motion to participate via videoconferencing shall be accompanied by a waiver of the right of the accused to meet witnesses face to face when the videoconferencing specifically involves the confrontation of a witness.

“Videoconferencing shall be the preferred mode in cases involving PDLs and CICL at all stages of the proceedings.

“It shall also be the preferred mode for arraignment, bail hearings, and hearings involving minor incidents of other accused, such as, but not limited to, clarificatory hearings, compliance hearings, and other similar ancillary matters where the presence of the accused is not necessary, unless the court deems it appropriate for the accused to appear in person.

“For a just, speedy, and inexpensive disposition of cases, the court may, on its own instance, order that the proceedings be conducted through videoconferencing at any or all stages”

Sa sesyon ng En Banc ngayong Miyerkules, ika-28 ng Enero 2026, nagpasya ang Korte Suprema na kapag lampas na sa dalawang taon mula sa administrative reconstitution o muling pagsasaayos ng titulo ng lupa, hindi na kailangan ang paglalathala sa ilalim ng R.A. 26.

Sa Desisyon na isinulat ni Associate Justice Jhosep Y. Lopez, tinanggihan ng Korte ang petisyon na inihain ng Republika ng Pilipinas, sa pamamagitan ng Office of the Solicitor General, na kumuwestiyon sa pagpapatanggal ng annotation sa titulo sa lupa ni Antonio V. Mitra.

Si Mitra ay may-ari ng isang lupain sa Quezon City. Nang ipalagay na nawala o nasira ang kanyang Transfer Certificate of Title (TCT), nagsumite siya ng kahilingan para sa administratibong reconstitution ng titulo.

Alinsunod sa Republic Act (R.A.) Blg. 26, ang batas na namamahala sa reconstitution ng mga titulong nawala o nasira, ang naibalik na titulo ay may anotasyong nagsasaad na ito ay walang paglabag o pagkasira sa karapatan o interes ng sinumang partido na nakatala sa orihinal na kopya noong ito ay nawala o nasira.

Pagkalipas ng dalawampu’t pitong taon, humiling si Mitra sa Regional Trial Court (RTC) na ipabura ang anotasyon, sa dahilang wala namang sinumang nag-angkin o nagpakita ng interes sa ari-arian sa loob ng panahong iyon. Pinagbigyan ng RTC ang kahilingan at iniutos ang pagtanggal ng anotasyon. Pinagtibay naman ito ng Court of Appeals, na nagpasya na hindi na kailangan ang publikasyon at pagpapaskil dahil sa mahabang panahong lumipas mula nang ma-reconstitute ang titulo.

Bilang pag-sang-ayon sa Court of Appeals, ipinaliwanag ng Korte Suprema na sa ilalim ng R.A. Blg. 26, kakailanganin lamang ang pagpapaskil at publikasyon kung ang petisyon para ipabura ang kinakailangang anotasyon ay inihain sa loob ng dalawang taon mula sa petsa ng administratibong reconstitution, at kung wala ring inihain na petisyon para maitala ang isang interes na maaaring nakaligtaan sa loob ng panahong iyon.

📌 Giya sa Husto nga Pagboto:

1. Ayaw pagsul-ob og sinina, pamaypay, o accessories nga naay ngalan, nawong, o logo sa kandidato.
2. Dala og papel nga kodigo, dili cellphone. Bawal ang sample ballot na naay logo sa comelec o slogan o hulagway sa kandidato.
3. Tan-awa ang balota atubangan sa election officer. Ireport kung naay markado daan.

📣 PAHIBALO GIKAN SA COMELEC | Barangay ug SK Elections ipahigayon sa Disyembre 1, 2025

Pinaagi sa COMELEC Resolution No. 11132, gi deklarar na nga ang sunod nga Barangay ug Sangguniang Kabataan Elections (BSKE) ipahigayon karong Disyembre 1, 2025 (Lunes), subay sa Republic Act No. 11462 nga nagmando nga ang BSKE dapat kada tulo ka tuig sa unang Lunes sa Disyembre.

⚖️ Sa bag-ohay nga desisyon sa Korte Suprema, giingon nga supak sa Konstitusyon ang pag-usab-usab sa petsa sa eleksyon. Gibalik niini ang katungod sa katawhan nga makapili og lider kada tulo ka tuig. Dili dapat gamiton ang balaod aron lang ipadugay ang termino sa mga opisyales.
