Congressman Maximo Y. Dalog, Jr. and the Maximo B. Dalog Sr. Foundation, in partnership with Luis Hora Memorial Regional Hospital: Official, Unilab, Mountain Province State University, and Children International Philippines Inc., conducted a Medical and Dental Mission in Opucan, Poblacion, Sadanga, Mountain Province earlier today.

More than 500 of our kakailyans availed of the free medical and dental services. These include specialty consultations (family medicine, internal medicine, surgery, orthopedics, ob-gyne, pediatrics, radiology, and dentistry) and laboratory tests such as hematology (blood typing), clinical microscopy (urinalysis, pregnancy test), and serology (h. pylori, dengue duo, typhidot, HBsAg, syphilis).

Likewise, free medicines courtesy of UNILAB were dispensed by licensed pharmacists to beneficiaries.

In addition, the foundation distributed 4,000 bar soaps to the attendees as part of its commitment to promote health and wellness thru proper hygiene. The free bar soaps were donated by Clean the World thru the foundation partner, Children International Philippines Inc.

Congressman Maximo Y. Dalog, Jr. joined the House Committee on North Luzon Growth Quadrangle's briefing with the Philippine Amusement and Gaming Corporation (PAGCOR) and the Philippine Charity Sweepstakes Office (PCSO). The PAGCOR delegation was joined in person by Chairman and CEO Alejandro Tengco.

During his interpellation with PAGCOR, Congressman Dalog asked the institution if they could also design a school building suitable for mountainous areas. He noted that in areas like Mountain Province, school sites usually have limited space and excavation may sometimes be needed. Chairperson and CEO Tengco responded that they will take into consideration the lawmaker's concern and raise it with DepEd Secretary Sonny Angara. The school building design presented to the committee requires at least 1,500sqm to 1,800sqm of lot space.

Furthermore, the lawmaker sought clarification on the marketing legitimacy of online gambling providers who send messages to mobile phones to attract players. Chairperson and CEO Tengco clarified that such a strategy is not an authorized marketing tool by their licensed online gambling providers and is usually used by illegal providers.

To the PCSO, he requested the institution to increase its funding allocation for medical assistance in Mountain Province. He cited that constituents are concentrated in the capital town where the provincial hospital is located, which currently has no Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) funds. He also added that with the limited funds of their provincial office, patients are sometimes advised to go to the Baguio City office, which is 5-6 hours away.

In addition, he asked if their provision of Patient Transport Vehicles (PTVs) is extended only to the Local Government Units and if the Bureau of Fire Protection, through their Municipal Fire Stations, can also request. He highlighted that motor vehicle accidents are the usual cases in Mountain Province and it is the BFP who are the first responders. AGM for Charity Sector Atty. Lauro Patiag clarified that they prioritize LGUs but do not restrict PTV provision only to LGUs.

Congressman Dalog expressed his gratitude to PAGCOR and PCSO for their usual support to Mountain Province.

Senior Vice Chairperson Congressman Maximo Y. Dalog, Jr. joined the House Committee on North Luzon and Growth Quadrangle during its briefing with the Department of Labor and Employment.

Congressman Dalog thanked the Department of Labor and Employment for their support for the wage hike approved by the Regional Tripartite Wages and Productivity Board. It can be recalled that a wage hike took effect in the Cordillera Administrative Region on December 30, 2025 under Wage Order No. CAR-24.

He also inquired from the Department about the age qualification for its flagship program, the Tulong Panghanapbuhay sa Ating Disadavantaged/Displaced Workers. Undersecretary for Employment, Human Resources, and International Affairs, Ms. Carmela Torres responded that those who are 18 years old and above can apply for the program. She further added that senior citizens may also apply as long as they submit a Medical Certification indicating that they are physically fit.

In addition, the lawmaker asked if there is a possibility for linkages outside the community, locally or overseas, for the TUPAD Program, noting that in Mountain Province, the primary need for employment includes: government work, farming, agriculture, and tourism. The DOLE responded that their office can assist beneficiaries of the program by linking them through skills trainings administered by the Technical Education and Skills Development Authority.

Present during the briefing were Undersecretary Felipe Egargo, Jr., Undersecretary Warren Miclat, Assistant Secretary Julie Ann Chang-Lim, and DOLE-CAR Regional Director Jesus Elpidio Atal, Jr.

Congressman Maximo Y. Dalog, Jr. sponsored House Bill 7600 during its deliberation by the House Committee on Basic Education and Culture earlier today.

House Bill 7600 seeks to separate the Anonat Elementary School-Carupaan Extension from the Anonat Elementary School and converting it into an independent school to be known as the Carupaan Elementary School.

Sitio Carupaan in Barangay Anonat, Paracelis, Mountain Province is a Geographically Isolated and Disadvantaged Area located 5 kilometers away from Sitio Anonat Proper where the nearest elementary school is located. Before 2015, learners from Carupaan would hike for almost 3 hours just to attend classes since there is no public transportation. During the rainy season, the learner's plight to attend classes becomes riskier because of the slippery terrain. These challenges led to poor school performances, increase in the number of absences and few learners who finish their education.

In their desire to make education accessible to their children, the community composed mostly of farmers contributed per household to acquire a lot for a school site. In addition, the community solicited building materials and voluntarily built a one storey building with three makeshift classrooms which gave way to the birth of Anonat Elementary School-Carupaan Extension.

The separation of the Anonat Elementary School-Carupaan Extension would definitely enhance its capability to fulfill its mandate and contribute to the overall development of not only the residents and the area concerned but also the province as a whole.

The bill was approved by the committee.

In attendance during the meeting were DepEd-Cordillera Administrative Region Regional Director Nicolas Capulong, Dep-Ed-Mountain Province SDS Benilda Daytaca, and Anonat Elementary School-Carupaan Extension School Head Eleanor Sasat.
