The Securities and Exchange Commission (SEC) has issued the schedule for the submission of corporations’ annual financial statements (AFS) and general information sheets (GIS) for 2026.
The SEC on February 11 issued Memorandum Circular No. 9, Series of 2026, which provides for the schedule of the 2026 Filing of Annual Financial Statements and General Information Sheets.
The AFS and GIS shall be filed through the Electronic Filing and Submission Tool, or eFAST. Other reports not yet accepted through eFAST shall be submitted through the iMessage Online Ticketing System at imessage.sec.gov.ph.

The Unified Legal Aid Service (ULAS) Board has issued ULAS Advisory No. 1, S. 2026, which informs all lawyers of the scheduled launch of the ULAS Portal – Phase 1 on March 3, 2026.

The ULAS Portal refers to the centralized online platform that will be used for purposes of reporting and monitoring compliance with the ULAS Rules and the Manual. Upon the launch of Phase 1, registered organizations may already submit their manifestations of intent to aggregate, and applicants may apply for pre-accreditation or post-accreditation of legal outreach programs and legal missions through the Portal.

All lawyers are advised that access to the ULAS Portal requires an active PJP account.

The Supreme Court (SC) 𝘌𝘯 𝘉𝘢𝘯𝘤 has approved the 𝘈𝘮𝘦𝘯𝘥𝘮𝘦𝘯𝘵𝘴 𝘵𝘰 𝘵𝘩𝘦 𝘎𝘶𝘪𝘥𝘦𝘭𝘪𝘯𝘦𝘴 𝘰𝘯 𝘵𝘩𝘦 𝘊𝘰𝘯𝘥𝘶𝘤𝘵 𝘰𝘧 𝘝𝘪𝘥𝘦𝘰𝘤𝘰𝘯𝘧𝘦𝘳𝘦𝘯𝘤𝘪𝘯𝘨, further strengthening the rules on virtual court hearings and remote appearances of parties and witnesses.

In a Resolution dated November 4, 2025, in A.M. No. 24-11-02-SC, the SC introduced key reforms to expand access to videoconferencing, particularly for digitally disadvantaged individuals, and to enable wider participation by individuals abroad.

The 𝘈𝘮𝘦𝘯𝘥𝘦𝘥 𝘎𝘶𝘪𝘥𝘦𝘭𝘪𝘯𝘦𝘴 apply to videoconferencing before first- and second-level courts, the Court of Appeals, the Sandiganbayan, and the Court of Tax Appeals. It covers all actions and proceedings at any stage, including mediation, consultation, deliberation, and the promulgation of decisions and resolutions, when conducted through videoconference.

Courts are now directed to ensure access to videoconferencing for individuals who are digitally disadvantaged, including those in geographically or geopolitically marginalized areas. This may include deploying court personnel to provide temporary or mobile internet access.

Courts may also establish designated “access points” within judicial regions where litigants, witnesses, and other participants can use computers and videoconferencing equipment under court supervision.

The has approved the Proposed Amendments to the Guidelines on the Conduct of Videoconferencing.

The Guidelines shall take effect on February 16, 2026, 15 days following its posting on the Supreme Court and OCA websites.

The Guidelines expand the definition of “overseas venues,” which now covers “Philippine consulates and embassies, other Philippine government offices abroad, other places allowed under applicable bilateral or multilateral agreements, and any other venue authorized by the Supreme Court for videoconferencing from abroad.” [Section 2(j), Part 1]

Section 4, Part 2 of the Guidelines details how videoconferencing is initiated:

“In civil and criminal cases, the parties, through their counsel, individually or jointly, may, by written or oral motion, move that they be allowed to participate via videoconferencing.

“In criminal cases, a motion to participate via videoconferencing shall be accompanied by a waiver of the right of the accused to meet witnesses face to face when the videoconferencing specifically involves the confrontation of a witness.

“Videoconferencing shall be the preferred mode in cases involving PDLs and CICL at all stages of the proceedings.

“It shall also be the preferred mode for arraignment, bail hearings, and hearings involving minor incidents of other accused, such as, but not limited to, clarificatory hearings, compliance hearings, and other similar ancillary matters where the presence of the accused is not necessary, unless the court deems it appropriate for the accused to appear in person.

“For a just, speedy, and inexpensive disposition of cases, the court may, on its own instance, order that the proceedings be conducted through videoconferencing at any or all stages”

The City Prosecutor’s Office warned the public to be vigilant as scammers and discoverers are nowadays using emerging trends, new technologies and popular online platforms to deceive people.

In its report during the regular flag-raising ceremony, Jezabel D. Guanzo said that it was observed by the City Prosecutor’s Office that there have been numerous estafa complaints through the use of information and communication technologies based on the cases filed in the said office.

She advised people to think twice before clicking links, sharing personal details, or responding to and entertaining unexpected calls and messages from unknown individuals since staying alert and informed, people can protect themselves and others from the fraudulent schemes.

The City Prosecutor’s Office assured it will remain responsive in its mission to strengthen the rule of law and serve the people with honor and excellence with the support of the local government unit, the different government agencies and law enforcement offices.

During the fourth quarter of 2025, the City Prosecutor’s Office handled a total of 388 cases where 325 were new complaints for preliminary investigation and 63 complaints were carry-over complaints from the previous quarter.

Of this number of complaints, 312 were filed before the proper courts, which include four children accused or children in conflict with the law, while 34 complaints are still pending resolution but are still within the period of resolving the said complaints pursuant to the established rules.

She reported that the rest of the complaints were either dismissed or referred to the different investigative agencies for further investigation.

Of the new complaints received during the last quarter of 2025, estafa topped the list with 87 complaints followed by violation of the Bouncing Check Law with 60 complaints, theft – 42 new complaints, violence against women and their children – 16 and cybercrimes – 15 new complaints.

Further, there were also 66 complaints that were referred for inquest proceedings with a 100 percent disposition rate and most of the cases referred involved violation of Republic Act (RA) 9165 or the Comprehensive Dangerous Drugs Act and theft.
