For a change of first name or nickname, the governing law is R.A. 9048, which requires an administrative petition filed with the Local Civil Registrar (LCR) (or the Philippine Consul if abroad). The petition is indeed in affidavit form (so it is typically notarized), but the name change only takes effect after LCR approval and compliance with posting/publication requirements.

Many business owners and individuals rely on checks for daily transactions. But what happens when a check bounces? In the Philippines, this can lead to serious criminal liabilities under Batas Pambansa Blg. 22 (BP 22) and Estafa (Swindling) under the Revised Penal Code. While both involve unpaid checks, they protect different rights:

🔴 BP 22 (The Bouncing Checks Law)

The Violation: Simply issuing a check that is dishonored due to insufficient funds or a closed account.

Key Element: Deceit is not required. The mere act of issuing a worthless check is the crime.

Penalty: Imprisonment, hefty fines, or both, plus payment of the check's value.

🔴 Estafa (Criminal Fraud/Swindling)

The Violation: Issuing a worthless check to induce someone to part with their money, property, or goods.

Key Element: Deceit and damage must be present at the time the check was issued.

Penalty: Longer prison terms depending on the amount involved.
