The Government Procurement Policy Board (GPPB) has approved GPPB Resolution No. 04-2026, establishing the Guidelines for Direct Procurement for Science, Technology, and Innovation (STI)—a significant step toward enabling faster, more responsive procurement for innovation-driven projects.

• Approved: 15 January 2026
• Published: 20 March 2026
• Effectivity: 04 April 2026

These guidelines aim to support agencies in delivering timely solutions in research, innovation, and technology development, aligned with the objectives of the New Government Procurement Act (RA 12009).

For Modernized PhilGEPS (MPhilGEPS) concerns, here is my generic advice:

1. First, make sure your agency coordinator is able to access the MPhilGEPS account. If there is no way to access it, contact [email protected] copy furnished [email protected]

2. Once you have access to Modernized PhilGEPS, create or update the accounts that will act as notice creators and notice approvers.

3. Prepare the APP following the template downloadable from the Modernized PhilGEPS Create APP menu.

4. Once ready, upload the APP in the Modernized PhilGEPS to be approved by the designated approver. Remember that no Bid Notice may be created unless the APP is in place in the system.

5. Prepare the Purchase Request (PR) in the MPhilGEPS with reference to the APP entry and have it approved by the designated approver.Be ready with the appropriate attachments such as the PR itself.

6. Prepare the Bid Notice from the approved PR as reference and attach the bidding documents as well as necessary attachments to complete the publication. Make sure to invite Observers from the list in the MPhilGEPS. Have it approved by the designated approver.

7. In general, remember that the transactions in MPhilGEPS is the reflection of the actual physical transactions. Meaning, you cannot create a notice that is inexistent from the beginning.

8. Finally, perform the subsequent actions in MPhilGEPS such as evaluation, post qualification, award, contract, NTP, even the contract related transactions such as payments, contract termination, suspension, extension, etc.
