New Zealand – India FTA: what does it mean for rural New Zealand?

India’s growing middle class could create new opportunities for New Zealand’s rural sector – particularly horticulture, forestry, sheep and beef, and agricultural services.

But dairy, New Zealand’s largest agricultural export sector, has largely been excluded from meaningful market access improvements.

The FTA has been signed, but is still undergoing domestic ratification. What could it mean for rural businesses?

Greater focus on farm safety

WorkSafe New Zealand has increased its focus on agriculture, with farming now designated a priority high-risk sector.

A key development has been the development of Approved Codes of Practice (ACOPs), designed to clarify what good practice looks like in practical, farm-based scenarios.

WorkSafe is also taking a more hands-on approach, with around 1,000 farm visits conducted between October and December 2025.

Good news for rural workers

The government has announced important changes to KiwiSaver that will make it easier for farmers and rural workers to use their KiwiSaver to buy their first farm.

The reforms acknowledge the unique way farms are owned and operated in New Zealand, including through companies and trusts.

For sharemilkers, contract milkers and farm managers eager to climb the property ladder, this represents a meaningful step toward farm ownership.
