Nigeria embarks on vast free trade zone with China

LAGOS, Nigeria is building a multi-billion dollar free trade zone with Chinese investors on the edge of its commercial capital Lagos to try to develop a local manufacturing base and help reduce its import dependence.

The $5 billion first phase of the Lekki Free Zone, a 3,000 hectare site on the eastern fringe of the city, is 60 percent held by Chinese investors and 40 percent by the Lagos state government, the deputy head of the project.

The consortium will provide basic infrastructure including roads, power plants and water plants before manufacturing firms are invited to set up business, Lekki Free Zone Development Co (LFZDC) deputy managing director Adeyemo Thompson said.

"We have a number of Chinese companies which are coming in the manufacturing area," Thompson said in an interview.

"They are coming to produce furniture, electronics, pharmaceuticals and heavy machinery. We are having a fair in November, that is when we kick off operations."

GERMAN CONSUL GENERAL VISITS LEKKI FREE ZONE

The Consul General of the Federal Republic of Germany in Nigeria, Mr. WALTER L.VON DEN DRIESCH visited the Lekki Free Zone in company of the commercial Delegate of the German Embassy in Nigeria, Mr. Andre Ronne.

The purpose of the visit is to explore areas of trade and investment relations between the Zone Management and Investors from Germany. He added that there will be another visit by German businessmen to the Zone, which will be organized by the commercial counselor’s office of the German Embassy.

Lekki Master Plan

EXECUTIVE SUMMARY

The objective of this report is to provide the conceptual designs for the roads and utilities and primary infrastructure for the Lekki Peninsula based on the updated landuse Master Plan which was presented and discussed with the Ministry of Urban Planning and Physical Development, local authorities and stakeholders. The Lekki Sub-Region comprises a naturally formed peninsula on the Atlantic Ocean East of Lagos City and on Lagos Lagoon. The peninsula is approximately 70 to 80 km long, stretching
from Victoria Island in the west to Refuge Island in the east, with an average width of 10 km. The Lekki Sub-Region includes several Estates, gated residential developments, agricultural farmlands, areas allocated for a Free Trade Zone (FTZ), an airport, and a sea port. The project area, under consideration in this study, is estimated to be about 60,000 hectares excluding the areas allocated for the Lekki Free Trade Zone, Sea Port and International airport. The proposed landuse master plan for the Lekki Sub-region envisages the Lekki Peninsula as a “Blue-Green” Environment City. The unique characteristics of the Atlantic Coast, Lagos Lagoon and the inland natural areas will be protected and enhanced to give Lekki New City the special natural ambience character. Based on the proposed landuse plan, Lekki new city will be divided into 5 linear development zones (excluding the Lekki Free Trade Zone):

Lekki Free Zone Will Drive Economic Development - Federal Government

The Lekki Free Zone (LFZ) continues to attract more local and foreign investors as Lagos state government seeks to improve the state of infrastructural facilities in the Zone. Sixty-eight firms comprising foreign and local investors with interest in diverse sectors of the economy, as at last week, were said to have so far shown strong intention to do business at the Lekki Free Trade Zone. They cover textile, oil and gas, tourism, real estate, cottage industries, construction, car assembling among others.

Although some listed above will come on stream later as the project develops and expands, however, how soon others will roll into action will depend on the magic that the Lagos State government and its development partners — a consortium of Chinese investors can perform between now and November 2010 when the first phase, according to the management will be opened for business operations.

The first phase of the multi-billion dollars project sits on over 3000 hectares with a huge infrastructural challenge. It is being developed by a group of Chinese firms in partnership with Lagos State. And so far, work on the development of critical infrastructure such as power plant, sewage systems, water treatment plants though ongoing is still a challenge

Lekki Conservation Center: Lekki Conservation Center was built in 1990 and is located on the other side of lekki-Epe expressway, opposite Chevron complex on Lekki Peninsula. The 78-hectares of swampy forests consist of swamp and savannah habitats and is run by the Nigerian Conservation Foundation and supported by Chevron.

This is a fragment of swamp/coastal forest and savannah that is now squeezed on all sides by rampant land-grabbing and housing developments which makes it increasingly more valuable, both to the wildlife of course and to local people who might just want to have a glimpse of this heritage.

There are many animals which remain elusive in the tangled undergrowth e.g Mona monkeys, monitor lizards, huge turtles, peacocks, crocodiles, bush bucks, duikers and giant rats can all be seen in this park, together With a countless number of species of birds.
