Johor govt increases processing fees for foreigners buying properties to 4%-5%

PASIR GUDANG: Foreigners buying properties in Johor beginning from January next year will have to pay higher processing fees of property ownership instead of the flat rate of RM10,000 now.

Under the new rate, foreigners would have to pay between 4% and 5% of the sales price of the properties.

“For instance, a foreigner buying a RM1mil bungalow, he or she will have to fork out at least RM50,000 in processing fee to own the property,’’ State Housing and Local Government executive councillor Datuk Abdul Latif Bandi told a press conference after opening the Green Industry seminar organised by the Pasir Gudang Municipal Council yesterday.

He said the new rate would be implemented not only on new properties but also properties in the secondary market.

“They now pay a flat rate of RM10,000 for residential, commercial and industrial properties and it is unfair to the state government,’’ he said.

He said the the flat rate had been around for so long and that the state government was the one losing the revenue that it was supposed to get from foreigners.

Abdul Latif said with Iskandar Malaysia becoming the hot spot for investors, including foreign property buyers, the time was “right” for Johor to introduce the new ruling.

He also said foreigners were no longer allowed to buy properties in the secondary market from locals but they could buy them from foreigners who owned the properties.

“The new ruling is only for foreigners, locals are not subject to it,’’ he said, adding that while Johor continued to welcome foreign property buyers, the state also wanted to protect the interest of locals.

Asked whether the new ruling would have impact on the Iskandar property market, Abdul Latif said it was unlikely to happen as the new rates were reasonable.

He said compared with Penang and the Klang Valley, the soon-to-be implemented fees for foreigners buying properties in Johor were much lower than in those two places.

Japan expressed enthusiasm to lend technology that may be used in Malaysia's high-speed railway and other infrastructure developments.

“Malaysia and Japan agree to cooperate in high technology with Japan providing the technology in the construction of high-speed rail, water and waste treatment,” said Japanese Prime Minister Shinzon Abe.

The PM is visiting Malaysia in line with efforts to strengthen ties with neighbouring states. Japan is Malaysia's third largest trading partner and the largest foreign investor from 1980 to 2012.

Plans to construct the rail link between Malaysia and Singapore were unveiled in February. The rail will reduce travel time between the city-state and Kuala Lumpur by over 90 minutes. Set for completion in 2020, the project was originally mooted in the 1990s.

However, cost concerns has resulted to the idea being repeatedly shelved. Although reports in 2009 had estimated the project's cost to be between US$2.5 billion (RM8 billion) and US$3.5 billion (RM11 billion), no new cost estimate has been released.

Malaysia is 9th hottest real estate market in the world

Based on research by global real estate consultancy Knight Frank, CNBC has ranked the world's top ten hottest real estate markets on which Malaysia takes the ninth spot.

The list comprises ten countries judged on their average growth in housing prices from Q4-2006 to Q4-2011.

Malaysia's five-year price growth was recorded to be 28.5 percent and is anticipated to be propelled further should the government follow through with recently announced deliberations to increase the property price threshold for foreign investors.

According to the CNBC-Knight Frank report, prime property in Kuala Lumpur (KL) marked approximately US$500 (RM1,515) psf last year while the total supply of apartments in the capital by the end Q4-2011 was 29,364.

Last month, IP Global had named KL as the top destination for property investors across Asia-Pacific seeking to diversify their portfolios with affordable properties, mostly due to Malaysia's economic stability amidst financial crises in Europe and the United States.

Johor properties cheaper than KL or Penang's

Despite the spill-over effect from the booming Iskandar region, property prices in Johor are still more affordable compared to those in Penang and Kuala Lumpur, reported The Star.

“The price of new housing projects in the state is quite affordable, with prices ranging from RM400,000 downwards, while an apartment is sold for between RM400 and RM1,200 psf depending on the location,” said Malaysia Property Expo (MAPEX) Committee Chairman K.K. Wong.

“This is a good time to invest as the property market in Johor is growing. Now that the general election is over, we expect both Malaysians and foreigners to take advantage of this by buying properties here,” he told the media during the launch of the 2013 MAPEX at City Square shopping complex, Johor Bahru.

The good relationship between Malaysia and Singapore will also encourage more foreign investments in the region, which bodes well for Johor’s economy.

“Besides investors from Singapore, there has been an increase of buyers from Japan, South Korea and Europe. Many of them prefer to buy properties in Nusajaya, Johor Bahru and Tebrau, which have lots of commercial activities,” he noted.

In addition, many luxury apartments and condominiums are set to be launched in Johor over the next three years.

Taking this into account, the Real Estate and Housing Developers’ Association (REHDA) plans to sell at least RM900 million worth of properties at MAPEX 2013, a three-day expo that is expected to attract more than 10,000 visitors and 40 developers.

A joint venture led by Kuok Brothers is buying two land parcels in Puteri Harbour, Johor from UEM Land Holdings Bhd to the tune of RM182 million, reported The Sun Daily.

The land parcels, totalling 12.518 acres, will be used for a mixed residential and commercial project.

Along this line, the JV firm known as Southern Marina Development Sdn Bhd has inked a sale and purchase agreement with UEM Land Holdings’ units UEM Land Bhd and Bandar Nusajaya Development Sdn Bhd (BNDSB) for the disposal of the land parcels.

Notably, 70 percent of Southern Marina is owned by Huge Quest Realty Sdn Bhd, while the remaining is held by Khazanah Nasional Bhd’s fully-owned subsidiary Tanjung Bidara Ventures Sdn Bhd. Huge Quest Realty is 60 percent owned by Kuok Brothers Sdn Bhd and PPB Group Bhd holds the balance.

According to UEM Land Holdings’ filing to the local stock exchange, the two land parcels were bought by BNDSB between 1994 and 1995 at a total cost of RM1.8 million. As of 31 2012, the overall net book value of the land stood at RM74 million.

The transaction is due to be completed within one year.

In a separate filing, PPB noted the RM52.6 million proposed subscription for a 40 percent stake in Huge Quest Realty will allow the company to take part in the latter’s property projects in Iskandar Malaysia.

“The proposed subscription is also in line with the PPB group’s strategy of expanding its property-based activities and is expected to contribute positively to the group's results in future.

Malaysia has been earmarked as one of the three stop stations in Johor for the proposed high-speed rail (HSR) linking Kuala Lumpur and Singapore.
Iskandar Regional Development Authority chief executive officer Datuk Ismail Ibrahim said as a green-field area, Nusajaya would definitely be a better choice for the stop station.
Ismail said several issues had to be looked into in the development of the HSR, including land acquisition and the relocation of residents affected by the project.
“The type of users of the service will be what finally determines the terminals or the stop stations for the system from KL to Singapore,” he told StarBiz.
On Wednesday, Transport Minister Datuk Seri Kong Cho Ha said five towns in the country had been earmarked as “stop stations” in the initial plan for the HSR; Seremban, Ayer Keroh, Muar, Batu Pahat and Iskandar Malaysia.
Malaysia and Singapore had on Tuesday jointly announced their agreement to build the HSR between the republic and Kuala Lumpur, expected to be completed by 2020.
The proposed project will cut travel time between the two capitals to just 90 minutes from the five hours of driving and seven hours by rail at present.
“Nusajaya, spanning 9,712.45 ha, is a good location for the stop station as opposed to the existing JB Sentral KTM station here which is facing space constraints,” said Ismail.
He said the Nusajaya terminal would be connected to Kempas Baru, which had been designated as an integrated public transportation hub for Iskandar Malaysia.
Ismail said it would have all modes of transportation connecting to different flagship development zones in Iskandar Malaysia, with taxis, rapid bus transits and intra-city commuter train services for commuters.
On the Malaysia-Singapore Rapid Transit System (RTS) link, he said both countries did not have to wait for the one-year cycle to make a decision on the project.
“We are giving ourselves ample time on the project. If both governments find the study is good, then it can start anytime,” Ismail said, adding that there would be two options for the RTS project linking Johor Baru and Singapore for the trains to either run above ground (grate) or via undersea tunnel.
He said the first option could be a causeway (a land bridge), while the second option could either be a low bridge or a high bridge.
A low bridge is anything below 15 metres in height, which is impassable by boats, while a high bridge is more than 35 metres or equivalent to a seven-storey building that would allow a liner to pass through.
Ismail said if the undersea tunnel were chosen for the project, then there would also be a choice of it being either a sunken tunnel or a bore tunnel.
He said the undersea tunnel was a more favourable option as it would cause minimal disruption to traffic movements during the construction period, as the project would be located nearby the Customs, Immigration and Quarantine (CIQ) complexes of Malaysia and Singapore.
“However, the final outcome on the type of link to be built will all depend on the recommendations of the study for the two governments involved as well as costing,’ he elaborated.
Ismail said it did not matter what the final choice was, but the main objective of the RTS was to improve connectivity and accessibility between Johor Baru and Singapore.
The terminating stations of the link would be at the former site of the Tanjung Puteri Lorry Custom Complex here and in the vicinity of the Republic Polytechnic in Singapore.
The RTS link is targeted to be up and operating by 2018 and have a co-located (CIQ) facility in Singapore and a co-located CIQ facility here so that commuters need to clear immigration only once for each way of travel.
The Johor Causeway, which is about 1.06 km long, was completed in 1932 and links Johor Baru to Woodlands on the other side of the Straits of Johor.
About 80,000 to 100,000 vehicles use it daily.
Johor and Singapore are also connected via the Second Link, a dual three-lane carriageway linking Tanjung Kupang to Tuas in Singapore. The bridge is about 1.9 km long.

KL aims for higher liveable city rank

AMONG THE TARGETS THIS YEAR: Plan to push Greater KL/Klang Valley to No. 75 in Global Liveability Survey

THE Greater Kuala Lumpur/Klang Valley (KL/KV) National Key Economic Area (NKEA) has several critical targets to achieve this year.

For one, it aims to push Greater KL/KV to No. 75 on the liveability index.

In the 2012 Global Liveability Survey, the Economist labelled Kuala Lumpur as the world’s 77th most liveable city, up one rank from 2011.KL aims for higher liveable city rank.
