Even if there is a misconduct/breach of policy on the part of the vehicle owners, the innocent parties should not be deprived of their monetary compensation that had been due to them.

It defeats the purpose for all vehicle owners to have compulsory insurance coverage if a vehicle injured a victim and that person is deprived from his/her monetary compensation for injuries sustained in the accident just because there is a misconduct/breach of policy on the part of the vehicle owners.

We might as well stop paying the expensive insurance policy every month.
