Tshifhiwa Matodzi is an experienced Property, Plant, Machinery, and Equipment Valuer with over a decade of experience in the valuation industry. Currently employed at the Industrial Development Corporation (IDC) as a Property, Plant, Machinery, and Equipment Valuer, Tshifhiwa has extensive expertise in valuing land, buildings, and equipment across a wide range of sectors, including Mining, Manufacturing, Pharmaceutical, Textile, Energy, Agriculture and Agro‑Processing, Process Plants, and Logistics.

Tshifhiwa has undertaken formal studies in Real Estate with a focus on property valuation at the University of Johannesburg and is a Professional Associated Valuer registered with the South African Council for Property Valuers. Tshifhiwa is also affiliated with the American Society of Appraisers.

Outside of professional commitments, Tshifhiwa enjoys traveling and spending quality time with family.

Meet Justice Chifundo Kachale PhD

A Judge of the High Court and former Chairperson of the Malawi Electoral Commission, Justice Kachale is a distinguished career judicial officer recognized for his commitment to excellence in public service. He has a strong passion for strengthening institutional mechanisms that promote accountability, transparency, and good governance.

In 2023, he obtained a PhD from the SOAS University of London, with research focused on Constitutionalism and Judicial Methodology. His study examined the impact of judicial activism or the lack thereof, on fostering a culture of constitutionalism within emerging democracies.

Justice Kachale earned his LLB (Hons) from University of Malawi through Chancellor College in 2000, and later obtained an LLM in Law and Development from Queen Mary University of London in 2005.

Throughout his distinguished career, he has held and continues to hold several key leadership and professional positions within the legal and governance sectors.

Meet Masida Mbano

He is prominent Malawian land surveyor and senior civil servant who served as the Surveyor General of Malawi and currently serves as Director of Land Information Management Services within the Ministry of Lands. He has wide experience in aerial mapping, international boundary demarcation, topographic surveying, hydrographic surveying and Geographic Information Systems. As Director of the Land Information Management Services, he oversees the automation and digital transformation of land transactions.

Masida, has taken formal studies in Geoinformation and Earth Observation focussing on International Boundary Demarcations at Masters level at University of Twente in The Netherlands. He is a registered licenced land surveyor with Land Surveyors Registration Board and a chartered land surveyor with Royal Institute of Chartered Surveyors (UK) since 2017.

Masida facilitated for the recommissioning of RV Timba, a research vessel for hydrographic surveys on Lake Malawi that had been grounded for 18 years. He also oversaw the acquisition of a 5cm aerial image and 50cm LIDAR image for the whole country working with the United States Navy in 2024 for disaster management under DODMA.

Outside of profession, Masida enjoys spending time with underprivileged children.

MRS MERCY KUMBATIRA

Mrs. Mercy Kumbatira is the Executive Director ,Corporate Services at the Reserve Bank of Malawi, where she oversees seven departments that support the Bank’s day to day operations and strategic objectives.

A seasoned central banker, Mrs. Kumbatira has spent more than 34 years at the Reserve Bank of Malawi, building extensive experience across key areas of financial and operational management.

Over the course of her career, she has held several senior leadership positions, including Director of Human Resources and Director of Banking and Currency Management, and has worked in critical functions such as Exchange Control, Financial Markets, and Banking and Currency.

She holds a Master of Science in Finance from the University of Strathclyde in Glasgow, Scotland, and a Bachelor of Science degree from the University of Malawi, Chancellor College. Mrs. Kumbatira is also a Graduate Fellow of the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI).
Her professional development includes executive leadership training from Redpoint Academy and the University of Stellenbosch, and participation in a range of local and international professional programmes.
Mrs. Kumbatira is widely regarded for her deep institutional knowledge, steady leadership, and contribution to strengthening the operational effectiveness of Malawi’s central bank.

Surveyors Institute of Malawi (SIM) Mid-Year CPD Conference 2026

The Surveyors Institute of Malawi (SIM) is pleased to announce its Mid-Year Continuing Professional Development (CPD) Conference, scheduled to take place from 20th to 21st May 2026 at the Capital Hotel.

The conference will be held under the theme:
“Strengthening Governance and Sustainable Public-Private Sector Development: Surveyors and Built Environment Perspective.”

In line with this theme, SIM has assembled a distinguished lineup of speakers who will share insights on governance, sustainable development, legal frameworks, and emerging trends within the built environment.

The conference will feature a keynote address by Mercy Kumbatira, Executive Director of Corporate Services at the Reserve Bank of Malawi. Other notable speakers include: Justice Dr. Chifundo Kachale, Honourable Judge and President of the Commercial Division of the High Court of Malawi;
Tshifhiwa Matodzi, Plant and Machinery Valuer based in South Africa;
Masida Mbano, Director of Land Information Systems in the Ministry of Lands.

The Guest of Honour will be Honourable Chimwemwe Chipungu, Minister of Lands, Housing and Urban Development, who will deliver remarks highlighting the critical role of governance, legal frameworks, and dispute resolution in fostering investor confidence and safeguarding sustainable development outcomes.

Surveyors and built environment professionals are encouraged to register early with the Secretariat to reserve their seats. Registration remains open, and participants may request invoices or invitation letters from the Secretariat.
