🚨 Major Change for 2026: Malta Introduces Mandatory Pre-Arrival Test for All TCNs 🚨

Malta has officially confirmed a new mandatory pre-arrival integration test for all Third-Country Nationals (TCNs) seeking to live and work in Malta starting in 2026.
This is not optional, and it will directly affect every new application.

From 5 January 2026, all applicants must complete the new Pre-Departure Course (€250), covering:

Basic English

Life in Malta

Cultural norms & hygiene standards

Workplace rights & obligations

Civil rights

And from 1 March 2026, Identità will only process work and residence applications from individuals who have successfully passed this course.
This comes before JobsPlus suitability assessments, meaning this is now the first gateway before anyone can even begin the application process.

A separate programme for TCNs already living in Malta is also being rolled out.
