On March 18, 2025, the Ministry of Commerce (MOC) officially launched the upgraded Secured Transactions Filing Office 2.0 (SETFO 2.0) system, a centralized online registry enabling financial institutions and the public to file, search, and access information on security interests in movable assets. This new system, developed in collaboration with the Techo Startup Center, introduces several features to enhance user experience and accessibility:

With the increasing use of Arbitration-Mediation-Arbitration (Arb-Med-Arb) methods to resolve both domestic and cross-border commercial disputes, the National Commercial Arbitration Centre (NCAC) issued Instruction No. 288/NCAC/24 on May 24, 2024. This Instruction aims to enhance the efficiency and effectiveness of resolving commercial disputes by providing guidance on the use of the Arb-Med-Arb mechanism.

This amendment aims to align Cambodia's legal system with the UPOV convention and enhance the protection of novel plant varieties.

On February 18, 2025, the Cambodian Ministry of Information (MOI) issued an announcement encouraging media owners, organizations, and associations involved in information and audio-visual operations to register their national domain name ".kh" to continue operating their business.

🔑 𝙆𝙚𝙮 𝙏𝙖𝙠𝙚𝙖𝙬𝙖𝙮𝙨:
• Media and audio-visual businesses are encouraged to use the national domain name ".kh".
• Businesses currently using foreign domain names (".com") must switch to ".kh" by the end of 2025.
• New business registrations in the media and audio-visual sector are encouraged to use ".kh".
• Businesses posting content on social media must reexamine their information by the end of March 2025.

On February 19, 2025, the Ministry of Interior (MOI) issued Notification No. 571 to remind associations and local NGOs of their obligations under the Law on Associations and Non-Profit Organizations (LANGO). This notification aims to ensure compliance with legal principles, safeguard legitimate and public interests, and promote transparent and accountable partnerships between NGOs, associations, and public authorities.

🔑 𝙆𝙚𝙮 𝘾𝙤𝙢𝙥𝙡𝙞𝙖𝙣𝙘𝙚 𝙊𝙗𝙡𝙞𝙜𝙖𝙩𝙞𝙤𝙣𝙨:
• Notification of Bank Accounts: Notify MOI and MEF of all bank accounts within 30 days of registration.
• Submission of Activity and Financial Reports: Submit reports to MOI and MEF by the end of February 2025.
• Notification of Changes: Inform MOI of any changes to statutes, headquarters, leadership, or bank accounts within 15 days.
• Compliance with Statutes and Laws: Ensure all actions are consistent with statutes and applicable laws.
• Prohibited Activities: Avoid activities aimed at personal profit or jeopardizing public order and national security.

Failure to comply may result in warnings, suspension, or deregistration of the NGO.
