Yesterday, our 𝗖𝗶𝘃𝗶𝗹 𝗙𝗿𝗮𝘂𝗱 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘁 𝗥𝗲𝗰𝗼𝘃𝗲𝗿𝘆 𝗠𝗮𝗻𝗮𝗴𝗲𝗿, 𝗠𝗿. 𝗔𝗺𝗯𝗿𝗼𝘀𝗲 𝗪𝗮𝗶𝗴𝘄𝗮, attended proceedings of the Senate Devolution Committee on behalf of the LAW SOCIETY OF KENYA (LSK) to present comments on the 𝗗𝗿𝗮𝗳𝘁 𝗖𝗼𝘂𝗻𝘁𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗟𝗮𝘄𝘀 (𝗔𝗺𝗲𝗻𝗱𝗺𝗲𝗻𝘁) 𝗕𝗶𝗹𝗹, 𝟮𝟬𝟮𝟱, sponsored by 𝗛𝗼𝗻. 𝗠𝗼𝗵𝗮𝗺𝗺𝗲𝗱 𝗛𝗮𝗷𝗶.

The Bill seeks to amend the County Governments Act to:
• Provide clarity on the publication of county legislation passed by county assemblies;
• Mandate county governors to deliver annual State of the County addresses before their respective county assemblies;
• Prescribe timelines for the nomination and appointment of County Executive Committee Members and County Chief Officers;
• Provide for the appointment of new County Public Service Boards after each general election; and
• Introduce a County Public Service audit framework.

Collectively, the proposed amendments aim to strengthen transparency, streamline county appointments, enhance legislative clarity, and improve accountability and service delivery at the county level.
