Court of Appeal upheld a decision to stop President Uhuru Kenyatta from making broad constitutional changes, limiting his ability to prevent his estranged deputy from succeeding him next year.

The proposed amendments, popularly known as the Building Bridges Initiative (BBI), would have been the biggest change to governance since a new constitution in 2010.

The court upheld a High Court decision in May that declared the proposed reforms illegal on the basis that Kenyatta acted unconstitutionally.

The National Assembly has began debate on a motion to compel the government to set aside areas in Kenya’s three biggest cities for the public to demonstrate and picket as provided for in the Constitution.

The National Transport and Safety Authority (NTSA) has introduced new regulations that will force motorists, whose cars stall on the road, to pay more than Sh21,000 in towing charges.

The measure, which seeks to reduce road carnage, will apply if owners of stalled vehicles do not remove them from the road within one hour of stalling.

Such vehicles will be towed to the nearest Police Station at the owner’s cost, NTSA’s director of Road Safety, Njeri Waithaka, said.

The towing charges will be much higher for heavier vehicles weighing over 60 tonnes as an additional Sh1,090 will be charged for every extra ton, Ms Waithaka.

A Bill that seeks to end Kenya Power’s monopoly has been re-submitted for debate in Parliament amid lukewarm support by top Energy ministry officials.

The amended Energy Bill 2017 proposes the licensing of other electricity distributors and retailers outside Kenya Power’s stranglehold — promising homes and businesses a choice and better quality of service.

Mining firms will spend at least one per cent of sales revenues every year to uplift communities affected by their operations as the State deepens efforts to open up the sector’s activities to the public.

Homes and businesses making illegal power connections and disconnections will pay an increased minimum fine of Sh1 million if proposed changes to the law are adopted.

The stiffer fine included in the Energy Bill 2017, which was tabled in Parliament last week, also spells out a jail term of at least a year for the offenders.

This is an upgrade of the current law that has a maximum jail term of one year and capped the fines at Sh1 million, allowing the courts to impose penalties of as a little as Sh50,000 for those in breach.

Foreigners looking to study in Kenya will be required to secure police clearance certificates as part of their application for study visas under new rules introduced by Immigration.

Local institutions of higher learning admitting foreign students will be required to collect the police clearance certificate, alongside other documents, and forward them to the Immigration Department for processing of student passes.

The rule, which comes into force in January, is part of ongoing efforts to crack down on criminal networks, whose ranks are dominated by foreigners.
