この記事を読み、思わず「冗談でしょう」と声に出てしまいました。
「永住許可」の手数料を1万円から30万円に、「在留資格の変更・更新」を6,000円から10万円に引き上げる案は、「永住許可」はともかくとしても、「在留資格の変更・更新」については常軌を逸していると言わざるを得ません。
負担だけを増やす制度設計では、外国人本人にも受入れ企業にも説明のしようがありません。
負担軽減を掲げるのであれば、まずは在留期間の長期化など、更新回数そのものを減らす仕組みを同時に整えるべきでしょう。手続きは据え置いたまま費用だけを跳ね上げるのであれば、制度改正というより“実質的な徴収強化”と見なされてもやむを得ないでしょう。

政府は２７日、外国人の在留手続きの手数料を欧米並みに引き上げる方向で検討に入った。永住許可の手数料（現行１万円）を「上限３０万円」に引き上げる案を自民党に示した。具体的な額は政令で定める。日本国籍を取得する「帰化」の要件も厳しくする方向で、法改正も視野に議論を進める。
自民党は２７日、外国人の出入国・在留管理の適正化に関するプロジェクトチーム（ＰＴ）の初会合を開き、政府が進める外国人政策見直し案の概要について議論した。
１９８１年の法改正で在留手数料は「上限１万円」と定められた。政府は在留外国人が急増し、業務負担増に対応するための人員・システムの体制整備が必要と指摘。法改正により、手数料の上限を永住許可は３０万円に、資格変更・更新は１０万円に引き上げる案を検討する。資格変更・更新の現行手数料は窓口６０００円、オンライン５５００円。欧米主要国より割安で、大幅に見直したい考え。

The Japanese government has begun discussions on significantly raising fees for residence-related procedures for foreign nationals, aiming to bring them closer to levels seen in Western countries. On Thursday, the government presented the ruling Liberal Democratic Party (LDP) with a proposal to raise the maximum fee for permanent residency applications from the current ¥10,000 to an upper limit of ¥300,000. The final amounts would be set by Cabinet order.
The government is also considering tightening the requirements for naturalization, which grants Japanese nationality, and plans to advance deliberations with a view to amending relevant laws.
The LDP on Thursday held the first meeting of its project team on the appropriate management of foreign residents. During the session, members discussed an outline of the government’s planned revisions to immigration and foreign resident policies.
Under the 1981 amendment to the Immigration Control Act, the upper limit for residence-related fees has been set at ¥10,000. With the sharp increase in the number of foreign residents in recent years, the government argues that additional personnel and upgraded administrative systems are necessary to cope with the growing workload.
In line with these considerations, the government is examining a plan to revise the law and raise the upper fee limits to ¥300,000 for permanent residency and ¥100,000 for status changes and extensions. Currently, fees for status changes and renewals stand at ¥6,000 at immigration offices and ¥5,500 for online applications—levels seen as significantly lower than those in major Western countries. The government believes a major revision is needed.
