The International Seabed Authority recently brought together its National Focal Points for Capacity Development (NAFOP-CD) for their fifth virtual meeting. Participants reviewed key results achieved and were introduced to a new needs-assessment survey designed to help identify the evolving capacity-development priorities of ISA Member States.

The NAFOP-CD network now includes 118 representatives from 92 countries, including Small Island Developing States, Least Developed Countries and Landlocked Developing Countries.

Opening the meeting, Madam Secretary-General Leticia Carvalho recognized the often “quiet” but essential work of national focal points in connecting Member States with the Secretariat and advancing capacity development worldwide.

Meet Ms. Pasqua Raitra Ramiriarisoa from !

Pasqua is the first-ranked candidate selected for the Global Sea Mineral Resources NV (GSR) Deep-Sea Technology Internship, which will take place later this year in Antwerp, .

As part of the programme, she will complete an internship in deep-sea technology at GSR, gaining access to the GSR/DEME engineering teams and working under the supervision of GSR’s engineering experts.

A surveyor engineer and graduate of ESPA University in Madagascar, Pasqua is transitioning from terrestrial surveying to cutting-edge hydrographic exploration and deep-sea technology.

New research call on !

The International Seabed Authority is pleased to announce the launch of the 2026–2027 Call for Project Proposals under the ISA–China Joint Training and Research Centre (JTRC).

The call aims to strengthen international scientific collaboration and advance research in support of the ISA Marine Scientific Research Action Plan and the UN Ocean Decade

Joint research consortia comprising institutions from and developing ISA Member States, particularly Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS), are invited to submit project proposals.

Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, personally extended a warm welcome to the Permanent Secretary of Jamaica’s Ministry of Foreign Affairs and Foreign Trade, H. E. Ambassador Sheila Sealy Monteith, during her visit to the ISA Headquarters in Kingston, .

The meeting provided a moment to reflect on the strong partnership and unity between the ISA and host country of Jamaica, and an opportunity to reaffirm close alignments and shared priorities.

The leaders discussed the importance of advancing holistic ocean governance, upholding multilateralism, and protecting the principles of sustainable development; as well as exploring closer cooperation and coordination in the years ahead.

The International Seabed Authority is a Programme Management Officer!

The selected candidate will help advance the protection of the marine environment and the effective environmental management of activities in the Area by:

✅ Providing technical and policy input into the development and implementation of ISA’s environmental activities;

✅ Coordinating expert workshops, stakeholder consultations and technical activities related to Regional Environmental Management Plans (REMPs), environmental thresholds and other environmental management measures;

✅ Developing and implementing scientific projects that address priority knowledge needs, in collaboration with scientific partners and institutions.

Candidates must have at least five years of experience in global ocean governance, environmental management policies and the science-policy interface, as well as experience working with international organizations and managing scientific projects.

🚢 Ready to take your marine science experience aboard a research vessel in the Pacific Ocean?

Ifremer is offering practical on-board training opportunities for two candidates from developing States through the ISA Contractors’ Training Programme.

Selected candidates will join one of two hydrographic survey planned for 2027 around Wallis and Futuna or French Polynesia. The cruises will involve Multibeam Echo Sounder survey as well as rock dredge, and the objective of the training is for the candidates to witness hydrographic surveys in the context of investigations for potential extension of the outer limit of the continental shelf as well as the associated geological interpretation of the data.

Applicants should have:

✅ A bachelor’s or master’s degree in hydrography, marine surveying, geophysics, geomatics or a related field;

✅ At least one year of relevant professional experience;

✅ Proficiency in English or French.

Ifremer will cover all costs related to the training. As a partner of the Women in Deep-Sea Research project, Ifremer has pledged to allocate 50 per cent of its training opportunities to qualified applicants.

At a side event on the margins of the Assembly meetings, the Seabed Authority invited Member States and stakeholders to celebrate four years of achievements under its Sustainable Seabed Knowledge Initiative (SSKI). The campaign has been made possible through the contributions of Member States, contractors, international organizations and universities serving as SSKI donors and partners.

Launched in 2022, SSKI is a global platform that advances research, capacity development and data-sharing tools for deep-sea biodiversity assessments.

In her opening remarks, Madam Secretary-General Leticia Carvalhorecalled that the Authority’s mandate includes the responsibility “to ensure the sustainable management of the ocean by safeguarding its ecosystems and enabling responsible human activities.” She added that “this requires robust scientific evidence to inform decision-making, as well as strong international cooperation, strategic partnerships and environmental stewardship.”

The International Seabed Authority is offering a consultancy opportunity for an experienced professional in marine geospatial analyses, ecological applications of Information Systems (GIS) and/or marine spatial planning.

Qualified candidates must have:

✅ At least five years of professional experience applying geospatial analyses to marine spatial planning;

✅ Proven ability to integrate, analyze, synthesize and visualize environmental and scientific data;

✅ The ability to translate complex information into clear written outputs for different stakeholders;

✅ Excellent command of spoken and written English;

✅ Familiarity with the ISA’s mandate under UNCLOS.

Working closely with the ISA Office of Stewardship, Environment and Resources, the consultant will provide scientific and technical expertise to support the development of Regional Environmental Management Plans (REMPs) and will provide technical support before, during and after REMP workshops.

📆 Mark your calendars: The Seabed Authority will host the 5th Annual Meeting of National Focal Points for Capacity Development on 27 August 2026.

The online meeting will bring together national representatives from across ISA Member States to review progress, identify capacity development needs and help shape future initiatives that promote the full and effective participation of developing States in activities in the Area.

The network brings together 111 focal points from 87 Member States, reflecting growing global engagement in capacity development and the implementation of the principle of the common heritage of humankind.
