In Italy, construction works are classified in different ways. The types of work are decided and classified by a National law, that is D.P.R. 380/2001. In addition to the national law, only Regions can issue their own regional regulation. In Umbria, the current law is named L.R. 1/2015.
The National and Regional laws classify the construction works as follows:
- Ordinary Maintenance: construction projects to make reparairs, renovations, substitutions of building finishing features without changing the outer aspect, including works to maintain and improve existing plans.
You can perform this work without any authorization and without any official technical work direction.
- Extraordinary Maintenance: construction projects to renovate or to replace parts of the buildings without modifying volume and external surface and without changing the building purpose destination. Extraordinary maintenance also includes the fusion and fractioning of residential units.
You can perform this work after issuing a Certified Notice of Commencement of Work (C.I.L.A.) or a Certified Start of Activity Report (S.C.I.A.)
- Renovation Works: a project designed to transform a building complex into a new one, different from the original complex. This type of project can provide for the replacement of the principal elements of the buildings, to renovate or insert new house plants, change the openings and even completely demolish and rebuild the buildings.
You need a Certified Start of Activity Report (S.C.I.A.) or Building License (Permesso di Costruire) to make this kind of intervention.
- New Construction: projects designed toeffect zoning and building transformation. In this category, there are:
o New constructions outside and inside the existing surface and enlargement of the existing buildings;
o New work for the new primary and secondary zoning;
o Construction of new infrastructure.
You need Building License (Permesso di Costruire) to make these works.
