On March 10, Giorgia Di Cintio , Director General of Fondazione Impact Housing, participated in a European housing working session in Paris bringing together representatives from the European Commission, the CEB - Council of Europe Development Bank, the Eurocities network, and several major European cities including Amsterdam, Berlin, Dublin, Helsinki, Milan, Munich, Paris and Vienna.

During one of the sessions hosted by Habitat et Humanisme , Giorgia Di Cintio presented the 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐈𝐦𝐩𝐚𝐜𝐭 𝐇𝐨𝐮𝐬𝐢𝐧𝐠 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 (𝐄𝐈𝐇𝐍), a growing European ecosystem connecting organisations working on impact-driven housing across ten countries.

The European Impact Housing Network works to connect housing practice, impact investment and European policy in order to unlock scalable impact housing across Europe.

A special thank you to Habitat et Humanisme , founding member of EIHN, for hosting the exchange and sharing their inspiring experience. The meeting also showcased the model developed by the organisation over the past 40 years, combining public and private resources with the support of both professionals and volunteers to provide housing solutions for vulnerable groups. Participants also visited 𝐌𝐚𝐢𝐬𝐨𝐧 𝐒𝐚𝐢𝐧𝐭 𝐂𝐡𝐚𝐫𝐥𝐞𝐬, a residence hosting families, seniors and young workers, an impact housing best practise.

Il 10 marzo Giorgia Di Cintio, Direttrice Generale di Fondazione Impact Housing, ha partecipato a Parigi a una sessione di lavoro europea dedicata al tema dell’housing, che ha riunito rappresentanti della Commissione Europea, del CEB - Council of Europe Development Bank, della rete Eurocities e numerose città europee tra cui Amsterdam, Berlino, Dublino, Helsinki, Milano, Monaco, Parigi e Vienna.

Durante una delle sessioni ospitate da Habitat et Humanisme, Giorgia Di Cintio ha presentato lo 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐈𝐦𝐩𝐚𝐜𝐭 𝐇𝐨𝐮𝐬𝐢𝐧𝐠 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 (𝐄𝐈𝐇𝐍), un ecosistema europeo in crescita che connette organizzazioni impegnate nello sviluppo di soluzioni di impact housing in dieci Paesi.

Lo European Impact Housing Network lavora per mettere in connessione pratica operativa, investimenti a impatto e politiche europee, con l’obiettivo di sviluppare modelli abitativi scalabili a livello europeo.

𝗔 𝗻𝗲𝘄 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗰𝗵𝗮𝗽𝘁𝗲𝗿 𝗳𝗼𝗿 𝗶𝗺𝗽𝗮𝗰𝘁 𝗵𝗼𝘂𝘀𝗶𝗻𝗴! 🇪🇺🏠

On 𝟭𝟲 𝗗𝗲𝗰𝗲𝗺𝗯𝗲𝗿 𝟮𝟬𝟮𝟱, the European Commission published the 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗔𝗳𝗳𝗼𝗿𝗱𝗮𝗯𝗹𝗲 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗣𝗹𝗮𝗻, recognising housing affordability as a 𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗮𝗹 𝗮𝗻𝗱 𝘀𝗵𝗮𝗿𝗲𝗱 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗰𝗵𝗮𝗹𝗹𝗲𝗻𝗴𝗲 affecting social cohesion, labour mobility, competitiveness and sustainability across the EU.

For the first time, the EU presents a comprehensive framework built around 𝗳𝗼𝘂𝗿 𝗽𝗶𝗹𝗹𝗮𝗿𝘀:

● Boosting housing supply,
● Mobilising public and private investment,
● Enabling immediate support while driving reforms, supporting the most affected groups.

A central element of the Plan is the recognition that 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗶𝗻 𝗮𝗳𝗳𝗼𝗿𝗱𝗮𝗯𝗹𝗲 𝗮𝗻𝗱 𝘀𝗼𝗰𝗶𝗮𝗹 𝗵𝗼𝘂𝘀𝗶𝗻𝗴 𝗿𝗲𝗺𝗮𝗶𝗻𝘀 𝗶𝗻𝘀𝘂𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗮𝗻𝗱 𝗳𝗿𝗮𝗴𝗺𝗲𝗻𝘁𝗲𝗱, and that 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 – 𝗶𝗻𝗰𝗹𝘂𝗱𝗶𝗻𝗴 𝗣𝘂𝗯𝗹𝗶𝗰-𝗣𝗿𝗶𝘃𝗮𝘁𝗲 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀 – 𝗶𝘀 𝗲𝘀𝘀𝗲𝗻𝘁𝗶𝗮𝗹 to close Europe’s housing gap.

To address this, the Commission announces the creation of a 𝗣𝗮𝗻-𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗣𝗹𝗮𝘁𝗳𝗼𝗿𝗺 for affordable and sustainable housing, developed together with the 𝗘𝗜𝗕 𝗚𝗿𝗼𝘂𝗽, national promotional banks and international financial institutions such as 𝗖𝗘𝗕 𝗮𝗻𝗱 𝗘𝗕𝗥𝗗, with the objective of improving visibility, aggregating projects and scaling investment across Member States.

As Europe moves from agenda-setting to implementation, the challenge will be turning this framework into 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹, 𝗶𝗻𝘃𝗲𝘀𝘁𝗮𝗯𝗹𝗲 𝗮𝗻𝗱 𝘀𝗰𝗮𝗹𝗮𝗯𝗹𝗲 𝗵𝗼𝘂𝘀𝗶𝗻𝗴 𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻𝘀, rooted in local realities and coordinated at European level.

This is precisely the space in which the 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗜𝗺𝗽𝗮𝗰𝘁 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗡𝗲𝘁𝘄𝗼𝗿𝗸 (𝗘𝗜𝗛𝗡) operates. Coordinated by 𝗙𝗼𝗻𝗱𝗮𝘇𝗶𝗼𝗻𝗲 𝗜𝗺𝗽𝗮𝗰𝘁 𝗛𝗼𝘂𝘀𝗶𝗻𝗴, EIHN connects housing providers, investors and system enablers across Europe to support implementation, knowledge-sharing and evidence-based approaches to affordable, sustainable and quality housing.

👉 This is not the end of the conversation.
It is the beginning of a new European chapter for impact housing.

Rigenerare le politiche abitative significa prima di tutto ascoltare il territorio.🏠

Settimana scorsa abbiamo presentato il nostro rapporto "Abitare a Verbania: studio e sviluppo di politiche sostenibili e innovative", un lavoro di ricerca che ha analizzato il sistema locale dell’abitare con l’obiettivo di sviluppare politiche abitative in grado di rispondere alla crescente pressione immobiliare e alle nuove forme di vulnerabilità legate alla scarsità di alloggi accessibili.

La Fondazione Impact Housing ha operato come soggetto abilitante e di regia
metodologica, costruendo un ecosistema di attori pubblici, privati e del terzo settore e favorendo la definizione di strumenti condivisi di policy, governance e finanza a impatto.

La scorsa settimana siamo tornati a per condividere, insieme a tutti i partner, i risultati del progetto Isola che Accoglie, avviato tre anni fa nella Città Vecchia del comune pugliese e finanziato da Fondazione CON IL SUD .

Sviluppare una nuova dell'abitare, inclusiva e sostenibile, capace di mettere a sistema attori locali pubblici e privati per rigenerare il patrimonio immobiliare dello storico centro. Un lavoro intenso che ha visto protagonisti studenti dell'Alta Scuola Politecnica di Torino e che trasformato Taranto Vecchia in un laboratorio vivo di rigenerazione urbana e sociale, intrecciando ricerca, progettazione e confronto con comunità e istituzioni.

Domani e dopodomani saremo a Ravenna per "Avere una casa - Idee e politiche per un nuovo abitare”, il convegno - organizzato da Consorzio Solco - che riunisce istituzioni, organizzazioni del terzo settore, investitori e professionisti dell’housing per riflettere sulle trasformazioni in atto e sulle politiche necessarie a garantire un accesso equo alla casa.

La Fondazione Impact Housing sarà protagonista dell’evento fin dall’apertura, con la Direttrice Generale, Giorgia Di Cintio, che interverrà nel panel inaugurale sul ruolo dell’impact housing come leva strategica per rispondere alla crescente domanda abitativa.

Saremo anche relatori all'interno del tavolo tematico “Abitare: la dimensione strutturale”, dedicato a strategie di e nuovi modelli di , ambiti in cui la Fondazione coniuga investimenti responsabili e innovazione sociale.

A day bringing together the organisations shaping the future of inclusive and socially responsible housing in Europe.

🎤 Giorgia Di Cintio, Director of the Fondazione Impact Housing, will join the roundtable “L’Europe met son nez dans le logement : bonne ou mauvaise nouvelle ?” to present the perspective of the European Impact Housing Network (EIHN) — 16 organisations in 10 countries working to scale effective housing models and strengthen shared impact frameworks.

The European Impact Housing Network (EIHN), coordinated by Fondazione Impact Housing, has taken part in the European Commission’s public consultation on the upcoming Affordable Housing Plan (2026) – the strategic framework that will shape housing policies in the coming years, promoting more , and models.

The network – which brings together social housing providers, investors and civic organisations across more than 10 European countries – has submitted its recommendations on:

🏦 Impact finance and blended finance to scale urban regeneration and inclusive housing initiatives;
🤝 Public–social partnerships and local governance tools to ensure a more effective allocation of public resources;
🧩 New social enterprise models for sustainable housing, based on co-management and shared value creation;
📊 Impact Measurement and Management (IMM) systems to orient policies towards concrete outcomes for people and communities.

In parallel, EIHN has shared with several members of the European Commission, the European Parliament, and the Housing Advisory Board a Gap Analysis containing data and evidence on the main policy and investment barriers currently limiting the growth of impact housing in Europe. This contribution also feeds into the European Parliament’s pre-report (HOUS) and the design process of the future Affordable Housing Plan (2026).

👉 A united voice to make European housing policies more inclusive, equitable and impact-driven, recognising the role of impact actors as key enablers of the transition towards fairer and more sustainable cities.
