*โ€œResolving disputes, restoring relationships โ€“ Mediation for the Nation 2.0.โ€*

Srinagar, February 13, 2026: A meeting-cum-training programme under the initiative โ€œMediation for the Nation 2.0โ€ was today organized by the District Legal Services Authority (DLSA) Srinagar for the newly empanelled mediators at the Conference Hall, District Court Srinagar. The programme was aimed at equipping the mediators with practical insights and procedural guidance to ensure the successful implementation of the nationwide mediation campaign.
The meeting was presided over by Mr. Haq Nawaz Zargar, Chairman, District Legal Services Authority Srinagar who is also Coordinator District Mediation Centre (PD&SJ) Srinagar, who emphasized the pivotal role of mediation in reducing pendency of cases and promoting amicable settlement of disputes. In his address, he highlighted that mediation serves as an effective, cost-efficient, and people-friendly mechanism for dispute resolution, particularly in matters relating to motor accident claims, cheque bounce cases, bank recovery disputes, and matrimonial issues. He urged the newly appointed mediators to discharge their responsibilities with dedication, impartiality, and a spirit of service.
The training was convened by Ms. Tabassum Qadir, Secretary, District Legal Services Authority Srinagar, upon the directions of Coordinator District Mediation Centre (PD&SJ) Srinagar who welcomed the newly empanelled mediators and briefed them about the objectives, scope, and structured framework of โ€œMediation for the Nation 2.0.โ€ She stressed the importance of confidentiality, neutrality, and effective communication skills in mediation proceedings and encouraged mediators to adopt a facilitative approach to ensure meaningful dialogue between disputing parties.
During the interactive training session, the newly appointed mediators were sensitized about the procedural aspects of conducting mediation, documentation requirements, ethical standards, and best practices to achieve successful settlements. The mediators actively participated in discussions and expressed their commitment to contributing effectively to the mission of strengthening alternative dispute resolution mechanisms in the district.
The programme concluded with a collective resolve to make โ€œMediation for the Nation 2.0โ€ a success by fostering a culture of amicable dispute resolution and enhancing access to justice for the people.

District Legal Services Authority Srinagar Conducts Inspection of Central Jail Srinagar and Prison Legal Aid Clinic

Srinagar, February 12, 2026: The District Legal Services Authority (DLSA) Srinagar conducted a comprehensive inspection of the Central Jail Srinagar and the Prison Legal Aid Clinic functioning within the jail premises to review the legal aid services and overall welfare measures being provided to inmates.
The inspection was carried out by Mr. Haq Nawaz Zargar, Chairman, District Legal Services Authority (Principal District & Sessions Judge)Srinagar, in the presence of Ms. Tabassum Qadir Parray, Sub-Judge/Secretary, District Legal Services Authority Srinagar; Mr. Sheikh Zulfikar Azad, Senior Superintendent of Central Jail Srinagar; Mr. Shahbaz Hussain Bhat, Deputy Superintendent, Central Jail Srinagar; Mr. Raja Zuhaib(KPS),SP East Srinagar; Medical Officers; and other officers and officials of the jail administration.
During the visit, the Chairman and Secretary, accompanied by the jail authorities, undertook a detailed inspection of all barracks and interacted extensively with inmates, including women prisoners. The team patiently heard the grievances and concerns raised by the inmates and assured them that their issues would be addressed in accordance with law. The inmates were also provided an open platform to share feedback regarding the legal aid services extended by District Legal Services Authority Srinagar.
The inspection covered a wide range of facilities within the jail premises, including the Jail Legal Aid Clinic, Welfare Block, Vocational Training Centre, Computer Training Centre, Music and Fine Arts Centre, Calligraphy Centre, Jail Hospital, Kitchen Area, Women Block, and the exclusive Women-Centric Tailoring Centre. Special attention was paid to the Medical Centre and the de-addiction facilities available to inmates, with emphasis on ensuring adequate healthcare and rehabilitation services.
The Chairman District Legal Services Authority Srinagar Mr. Haq Nawaz Zargar, emphasized the importance of strengthening the Prison Legal Aid Clinic to ensure that every eligible inmate has timely access to free legal assistance. He further issued directions for streamlining the video conferencing facilities with the courts where the cases of jail inmates are pending trial. He further added that a cause list should be issued fortnightly and the trial courts should be informed beforehand about the pendency of the cases of the Undertrial prisoners. Secretary District Legal Services Authority Srinagar was directed to coordinate between the jail authorities and the District Court so that legal aid counseling, and the statement of witnesses brought in the cases involving inmates are taken on priority.
The inspection served as a significant step towards safeguarding the rights, dignity, and welfare of prisoners and reaffirmed the commitment of District Legal Services Authority Srinagar to ensuring access to justice for all, including those lodged in custodial institutions.

Srinagar, February 12, 2026: District Legal Services Authority (DLSA) Srinagar, in collaboration with the Special Mobile Magistrate Traffic Srinagar & Additional Spl. Mobile Magistrate Traffic, Srinagar and Kashmir Road Safety Foundation, conducted a special awareness drive in District Srinagar to sensitize the general public about the objectives and implementation of the J&K Road Safety Policy 2025.
The programme aimed at educating commuters, drivers, pedestrians, transport operators, and shopkeepers about traffic discipline, safe driving practices, and the legal consequences of traffic violations. Informational material was distributed and on-the-spot interactions were held to reinforce the importance of responsible road usage.
The programme was graced by the august presence of Mr. Haq Nawaz Zargar, Chairman District Legal Services Authority (Principal District & Sessions Judge) Srinagar. The drive was marked by the presence of Mr. Shabir Ahmad Malik, Spl. Mobile Magistrate Traffic, Srinagar, Ms. M***i Nahida, Additional Spl. Addressing the gathering, Mr. Haq Nawaz Zargar, Chairman District Legal Services Authority (Principal District & Sessions Judge) Srinagar, emphasized that the J&K Road Safety Policy 2025 lays special focus on minimizing road accident fatalities through stricter enforcement of traffic laws, mandatory use of helmets and seat belts, prevention of over-speeding and drunken driving, scientific road engineering measures, identification and rectification of accident-prone zones, and strengthening of emergency medical response systems. He underscored that road safety is a collective responsibility and called upon citizens to actively cooperate with enforcement agencies in fostering a culture of discipline and safety on roads.
During his interaction with the media, Mr. Shabir Ahmad Malik, Special Mobile Magistrate Traffic, Kashmir highlighted that legal awareness is a powerful instrument in preventing road accidents and promoting responsible civic behaviour. He observed that ignorance of traffic laws often results in avoidable mishaps and stressed the necessity of sustained public outreach programmes to instill accountability among drivers and pedestrians alike. He further reiterated the pivotal role of the Legal Services Authority in spreading awareness about citizensโ€™ rights and duties under the law.
Mr. Ajaz Ahmad Bhat (IPS), SSP Traffic City, Srinagar, also interacted with the Media Persons and stated that maximum number of cases involving road accidents are because of substance abuse.
During the drive Ms. M***i Nahida, Additional Spl. Mobile Magistrate Traffic, Srinagar also interacted extensively with locals and drivers.
In her concluding remarks Secretary District Legal Services Authority, Srinagar, Ms. Tabassum Qadir Parray, reiterated the commitment of District Legal Services Authority Srinagar, in making roads safer for commuters. She patiently heard the grievances of the commercial vehicle drivers and assured them necessary measure would be taken to ensure smoother traffic management and enhanced road safety in the district.

Advocate Syed Shabana Kausar, Panel Lawyer, District Legal Services Authority (DLSA) Srinagar was the resource person for the programme and delivered an informative session highlighting the provisions of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007. She emphasized the legal responsibility of children and relatives to provide maintenance and care to senior citizens and discussed remedies available to elderly persons in case of neglect or abuse.
She also informed participants about various government welfare schemes, healthcare benefits, and institutional support available for senior citizens through the Social Welfare Department and Legal Services Institutions. Srinagar, February 10th, 2026: DLSA Srinagar Organizes Awareness Programme at Allen Career Institute: District Legal Services Authority (DLSA) Srinagar, in collaboration with Allen Career Institute, Lal Bazar Srinagar, organized an awareness programme aimed at educating students about the Right to Education, NALSA DAWN Drug Awareness and Wellness Navigation Scheme 2025, and NALSA Legal Services to Victims of Acid Attack Scheme 2016,under the able guidance of the Mr. Haq Nawaz Zargar,Chairman DLSA (PD&SJ)Srinagar and overall supervision of Secretary DLSA Srinagar.
During the session, Adv. Sabiya Kousar, Pro-bono Lawyer DLSA, Srinagar, elaborated on the Right to Education Act, emphasizing the importance of free and compulsory education for children and the legal safeguards ensuring access to quality education without discrimination. Students were encouraged to become aware of their educational rights and the mechanisms available for grievance redressal.
The participants were further sensitized by Adv. Laila Khalid, Panel Lawyer DLSA, Srinagar, about the NALSA (DAWN-Drug Awareness and Wellness Navigation) Scheme-2025, highlighting the growing menace of drug abuse among youth and the role of legal services institutions in providing awareness, counseling, rehabilitation support, and legal assistance to affected individuals and their families.
The programme also focused on the NALSA (Legal Services to Victims of Acid Attack) Scheme-2016, by Ms. Sehar Nazir Asst. LADC DLSA, Srinagar, wherein she explained the legal remedies, compensation mechanisms, medical assistance, and rehabilitation measures available for victims of acid attacks. The students were informed about the role of DLSA in providing free legal aid and support to victims in seeking justice.
The management and faculty of Allen Career Institute appreciated the initiative and assured their continued support in spreading legal awareness among students. The programme concluded with an interactive session where students actively participated and raised queries, which were addressed by the resource persons.

Srinagar 07/02/2026: Upon the directions of Honโ€™ble Pr. District and Sessions Judge (Chairman District Legal Services Authority) Srinagar, Mr. Haq Nawaz Zargar, District Legal Services Authority Srinagar in collaboration with Kashmir Eye Hospitals, successfully organized a Free Eye Medical Camp along with an awareness programme at the District Court Srinagar. The initiative aimed at promoting eye health and preventive care among judicial officers, court staff, and members of the legal fraternity.
The Programme started with an informative awareness session by Dr. Qazi Afshan, who sensitized the participants on Diabetic Retinopathy, highlighting the importance of early detection, regular eye check-ups, and preventive eye care, by audio visual mode.
The awareness session witnessed active participation of Learned Judicial Officers, District Court and DLSA staff. Following the session, a free eye medical checkup camp was organized by the medical team of Kashmir Eye Hospitals.
Interaction with the media was carried out by Ms. Umi Kulsoom, Presiding Officer, POCSO Court Srinagar, who emphasized the significance of such health initiatives within the justice delivery system, particularly for ensuring the well-being of stakeholders associated with the courts. Srinagar, February 5th, 2026: DLSA Srinagar Conducts Awareness Programme on J&K Road Safety Policy 2025a: District Legal Services Authority (DLSA) Srinagar under the able guidance of Mr. Haq Nawaz Zargar Chairman DLSA, Srinagar and overall supervision of Secretary DLSA, Srinagar through its Para Legal Volunteers (PLVs), organized an awareness programme on the Jammu & Kashmir Road Safety Policy 2025 with the aim of educating the public about road safety measures and legal consequences of traffic violations at Lal Bazaar, Batamaloo and Bagh-e-Mehtab.
During the campaign, the PLVs sensitized the General Public about the importance of following traffic rules and regulations to ensure public safety and reduce road accidents. The programme highlighted various provisions of the Road Safety Policy 2025, including responsible driving practices, use of helmets and seat belts, adherence to speed limits, and avoidance of driving under the influence of alcohol or drugs.
Ms. Sabiya Kousar, Pro Bono Lawyer, DLSA Srinagar gave awareness on the legal consequences of traffic violations, including penalties, fines, suspension of driving licenses, and criminal liability in cases of negligent driving leading to injuries or fatalities. The speaker emphasized that compliance with traffic regulations is not only a legal obligation but also a social responsibility for safeguarding human life.
The PLVs as well as pro-bono lawyers actively interacted with the general public, encouraged them to spread awareness among family members and the community regarding safe driving practices.

Srinagar, February 5th, 2026: District Legal Services Authority (DLSA) Srinagar conducted an awareness programme under the guidance of Mr. Haq Nawaz Zargar Chairman DLSA, Srinagar and overall supervision of Secretary DLSA, Srinagar on the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 in tribal areas i.e Dhara, Faqir Gujri of Srinagar. The programme was organized through Para Legal Volunteers (PLVs) and members of the Samvaad Committee with the aim of educating tribal communities about their legal rights and protections available under the Act.
During the programme, the resource person highlighted the key provisions of the Act, emphasizing the safeguards provided to members of Scheduled Castes and Scheduled Tribes against atrocities, discrimination, and exploitation. The participants were informed about the legal remedies available, the procedure for lodging complaints, and the role of legal aid institutions in ensuring justice to victims.

Srinagar, February 2nd, 2026: District Legal Services Authority (DLSA) Srinagar, in collaboration with Human Rights & Anti-Corruption Forum Srinagar (NGO), today organized an awareness programme under the able guidance of the Mr. Haq Nawaz Zargar Chairman DLSA Srinagar and overall supervision of Secretary DLSA Srinagar for transgender persons with the objective of sensitizing them about their legal rights and welfare schemes, particularly in the fields of employment, education, health and other related areas.
During the programme, the resource person highlighted various constitutional and legal safeguards available to transgender persons and apprised them of government welfare schemes aimed at their social inclusion and economic empowerment. Emphasis was laid on access to education, employment opportunities, healthcare facilities and protection against discrimination.
The participants were also made aware about the provisions of the Transgender Persons (Protection of Rights) Act and the role of Legal Services Authorities in providing free legal aid and assistance to transgender persons facing any form of injustice or exploitation.
The programme witnessed active participation from members of the transgender community, who shared their concerns and experiences. DLSA Srinagar assured continuous support and legal assistance to ensure their rights are protected and their dignity upheld.
