Joint statement of the Meghalaya People's Labour Union and the Joint Coordination Committee of Commercial Vehicles H. Q Shillong.
A meeting of the Meghalaya People's Labour Union (MPLU) and the Joint Coordination Committee of Commercial Vehicles was held on 20th January, 2020 at Shillong to discuss the problems being faced by the Tourist Taxi and local Taxi operators in the State of Meghalaya.
The situation as it exist is not really benefitting the common people since it is not a level playing field. On the avarage, on a daily basis more than 600 commercial vehicles (Heavy and Light) from outside the state are coming to various tourist destinations in Meghalaya. This can even go up to more than 2000 vehicles daily in the peak season. However when it comes to revenue generation and employment the local people including tourist taxis and local taxis are not benefitting and end up losing opportunities. Vehicles from outside are controlled by travel agencies from Assam and most of the requirements of their touristic needs such as food and accommodation are being provided and arranged by these tourist agencies. Meghalaya actually gets more pollution from these vehicles, haphazard throwing of single use plastics, reckless driving in difficult terrain such as Sohra, Mawlynnong. Dawki. Mawphanlur etc which results in negative impact in our State as well as unregulated entry which also benefits people of dubious credentials.
The following resolutions were passed:-
1. That the MPLU and the JCCCV have decided to work together to address and find working solutions to the problems of the Commercial Vehicle operators in the State. These include the operators of Tourist Taxis and local Taxis who are facing serious problems due to unregulated growth of the Tourism Sector who number around 18, 000 numbet vehicles under the JCCCV at oresent. This affects around 1 lakh people in around 15,000 number of households in Khasi and Jaintia Hills. It was decided to support the demands of the Joint Coordination Committee of Commercial Vehicles submitted to the Transport Minister dated 6th December, 2020.
2. In line with the Meghalaya Residents Security and Safety Act, 2016, the state government should restrict or regulate the plying of Tourist Taxi's from outside to Tourist Spots in the State. This will immediately beneft the local operators of commercial vehicles, local tourist guides and travel agencies.
3. To create employment and jobs by creating an understanding of the Tourism Sector with the Banking Sector through the State Level Bankers' Committee for better financing of tourism schemes including financing of commercial vehicles for unemployed youths and transport operators. The State Level Bankers' Committee is the apex inter-institutional forum to coordinate on a uniform basis for the sustained economic development of the state.
4. To form a Working Committee of the MPLU and the JCCCV to follow up on the issues agreed on. The Working Committee will also conduct awareness programmes on road safety, public relations by drivers, understanding of the new Motor Vehicle Act and the MRSS Act 2016.
5. That the draft Meghalaya Motor Vehicle Rules are in the public domain. This matter will be studied by the Working Committee of the MPLU and the JCCCV to make recommendations/suggestions to Government to make the said Rules more people friendly while maintaining the rule of law.
We therefore appeal to the Government of Meghalaya to consider these needs with due diligence and concern since the lives and livelihood of a substantial number of our people is involved. We also appeal to all the public to kindly cooperate in supporting these demands which will help to create job opportunities as well as security and safety in the State.
