From the right to bear arms to the limits of governmental power, few provisions of the *American Constitution* have generated as much debate, controversy and constitutional litigation as the *Second* *Amendment* .

The Centre for Public Law brings to you a session titled " *When the Constitution Meets the Gun* ."

The session will explore the constitutional origins and contested interpretation of the Second Amendment, the intriguing relationship between militia and individual liberty, and the evolving judicial approaches to determining the limits of the right to bear arms. It will also examine how the debate intersects with American federalism, judicial power, and the balance between individual rights and public safety.

Greetings! ✨

It is with immense pleasure that we announce the conclusion of the 6th Constitutional Law Moot Court Competition by the Centre for Public Law for the academic year 2026-2027!

This year's proposition, drafted by Mr. Anish Padhye (V B.A. LL.B.) was based on the intersection of Environmental Law and Constitutional Law. We started with 50 participants in the Preliminary Round and the 10 highest scoring participants moved onto the Final Round. We take this opportunity to congratulate all the winners and participants for their efforts!

We would also like to thank everybody who made the past two days an incredibly enriching and fulfilling experience. We extend our gratitude to all the students who adjudged the Preliminary Rounds - Anish Padhye, Arya Mitkari, Megha Shree, Aliza Mirza, Srikrishna Samhita, Tanushree Pateriya, Madhav Birari, Mimansa Mishra, Kashvi Jayasimhan and Anuradha Lawankar, thank you for your time and patience!

And a huge thank you to the judges for the Finals, Mr. Harpreet Singh and Mr. Devinder Anand, for their time and insights as well!

Last but not the least, thank you to all the faculty members, volunteers, support staff and everyone else involved in making this event a resounding success! We look forward to hosting you all again next year.

The use of ”Bulldozer Justice” has emerged as one of the most debated constitutional issues in recent years, raising serious questions about the Rule of Law, due process, and the limits of executive power. While governments justify demolitions as measures against illegal constructions, concerns remain regarding their impact on the right to shelter, property rights, and procedural fairness.

The Centre for Public Law brings to you a session titled ”Right to Shelter and the Limits of Executive Power.”

The session will critically examine the constitutional validity of punitive demolitions, the evolution of bulldozer justice in India, and the Supreme Court’s recent jurisprudence laying down safeguards against arbitrary demolitions. It will also explore the interplay between Articles 14, 21, and 300A, along with the principles of natural justice and separation of powers.

We are delighted to release the Volume XXIII (2025–26) of the Public Law Bulletin, the flagship publication of the ILS Centre for Public Law.

The theme for this edition is ”Criminal Law and the Constitution.” The Bulletin seeks to explore the dynamic relationship between constitutional principles and the evolving landscape of criminal law. At a time when constitutional courts continue to shape the contours of criminal justice through questions of due process, individual liberties, evidentiary standards, and the limits of State power, this volume aims to provide a platform for meaningful academic engagement with these issues.

The manuscripts featured in this edition are centred around the special theme and engage with several important sub-themes, including Constitutionality and Evidence law, Special Statutes and Constitutionalism etc.

All the contributions to the PLB focus on these seminal issues and try to explore the integration of criminal law and the Constitution by dealing with specific issues that plague our Republic.

This edition has been edited under the guidance of Dr. D.P Kendre, with the dedicated efforts of the Student Editorial Board. We are grateful to all the contributors, reviewers, and editors whose commitment and scholarship have made this publication possible.

We hope that this volume serves as a valuable resource for students, academics, researchers, and practitioners, and continues the Public Law Bulletin’s tradition of fostering informed discourse on pressing issues in public law.

The Centre for Public Law brings to you a session on “The Constitutionality of Hunger Strikes: Dissent, Democracy, and the Limits of State Power”.

Can a democracy compel a citizen to live? Where does the right to protest end and the State’s obligation to preserve life begin? When political participation appears ineffective, can self-inflicted suffering become a legitimate constitutional language of dissent?

In this session, we will interrogate the uneasy relationship between peaceful protest, bodily autonomy, and state paternalism, tracing how constitutional systems across the world have grappled with hunger strikes as a form of political expression.

Keeping Sonam Wangchuk’s recent hunger strike at the centre of the debate, we will also examine what it reveals about the responsiveness of democratic institutions, the visibility of dissent, and the contemporary realities of constitutional democracy in India.
