Income requirement for the Subclass 191 visa

​​The Permanent Residence (Skilled Regional) visa in the Regional Provisional stream is the pathway to permanent residence for eligible holders of:

Skilled Work Regional (Provisional) (subclass 491) visa.
Skilled Employer Sponsored Regional (Provisional) (subclass 494) visa.

There is no minimum income requirement for the Permanent Residence (Skilled Regional) visa (subclass 191). There is no legislative instrument in place specifying a minimum income threshold for this visa.

Primary applicants must provide notices of assessment issued by the Australian Taxation Office (ATO) for three income years out of the five years of their eligible visa. Primary applicants who have already lodged should ensure their application provides these three notices.

The new charges apply to all visa applications received by the Department on or after 1 July 2023.

If you apply online on or after 12:00 am (AEST) 1 July 2023, you will pay the new VAC. This is regardless of when you started the application. Your application is considered submitted when we receive it, along with the VAC.

Three new Ontario-OINP draws today sent out 1,000 invitations to apply (ITAs) for permanent residency (PR).

These draws by Ontario Immigrant Nominee Program (OINP) are targeted at profiles in 54 skilled trades occupations, 42 healthcare related occupations as well as 22 in-demand occupations.

Expression of Interest (EOI) profiles created with Ontario PNP between November 22, 2022 – June 20, 2023 are considered for these new OINP draws.

The Ontario Immigrant Nominee Program (OINP) commonly known as the Ontario PNP, has thus far sent out 7,107 ITAs for permanent residency (PR) in 2023.

The Ontario PNP quota for 2023 is 16,500 which is an increase of approximately 70% in quota from 9,750 in 2022 and 9,000 in 2021.

This allocation for Ontario PNP in 2023 represents 36 percent of the total number of provincial nominations across different PNPs in Canada.

The latest BC PNP draw of 2023 on June 27, 2023 sent out around 180 invitations to apply for permanent residency (PR) in targeted draws.

130 invitations have been sent out in a general draw for all the occupations including 35 Tech occupations under all the BC PNP Skills Immigration as well as Express Entry streams.

Additionally, 30 invitations were sent targeted at profiles having experience as Early Childhood Educator and assistants (NOC 42202).

Moreover, 20 invitations were targeted at profiles in 39 healthcare-related occupations.

Cutoff Score increased by 2 points as compared to previous BC PNP general draws.

Current BC PNP processing times are around 3 months based on 80% of cases and begin when the BC PNP receives your complete application after being drawn.

2023 draw sent out over 1,500 work permit invitations for the week ending June 23, 2023.

In the Working Holiday category of the IEC, nearly 1,300 invitations were sent to candidates from more than 30 eligible countries. There are 21,839 applicants competing for 19,716 positions in the Working Holiday pool for the upcoming round.

The Young Professional category candidates received 156 invitations.

The International Co-op (internship) category received approximately 48 invitations.

IEC 2023 has a total quota of 90,000 for this year.

The processing period for the current IEC season has increased to 9 weeks, according to the most recent IRCC processing report from June 22.

On October 1 this year, six of ten provinces across Canada will raise regional minimum wage rates.

At the beginning of this month, Canada’s federal minimum wage rose from $15.55 to $16.65. Coinciding with that minimum wage increase on a federal level, Canadians in more than half of the country’s provinces will soon see their minimum wage rates increase at a regional level.

Ontario: Up to $16.55 from $15.50
Manitoba: Up to $15.30 from $14.15
Saskatchewan: Up to $14.00 from $13.00
Nova Scotia: Up to $15.00 from $14.50
Newfoundland and Labrador: Up to $15.00 from $14.50

The Australian government is considering ending the Covid work visa, which would affect many Indian students and temporary workers. The visa allowed students to work in Australia if they are employed or have an offer of employment in a key sector, but now work hour caps will return, reducing their income. However, international students working in the aged care sector will be exempted from this cap until December 31.

Australia is set to scrap the Subclass 408 or Covid work visa in a move that could see a sizable number of Indian students and temporary workers scrambling for other options to remain in the country. The Subclass 408, also known as the temporary Activity Visa, allowed applicants to work in Australia if they are employed or have an offer of employment in a key sector.

"The government is currently considering its ongoing suitability. This includes consideration of an end date for closing eligibility of the visa (Subclass 408) and proposed approach to returning to normal operations," Department of Home Affairs (DHA) told SBS, a multicultural, multilingual broadcaster in Australia. The development coincides with the Australian government's move to impose a new working hour limit of 48 hours per fortnight for foreign students, beginning July 1.

The Covid work visa offered students freedom to work unlimited hours but now work hour caps will return, reducing their income. The Covid work visa was initially introduced to provide relief for foreign students in Australia who were unable to leave the country during Covid-related border closures. It allowed students to live in the country for an additional 12 months if their visas expired.In March 2022, the DHA announced that the Covid work visa would be extended as part of the government's efforts to revive the Australian economy hit by the pandemic.

Immigration Refugees and Citizenship Canada (IRCC) has just announced that it will accept language test results from four new tests for Student Direct Stream (SDS) applicants.

IRCC will begin to accept test results from these four new tests effective August 10, 2023.

The newly eligible tests are: 
CELPIP General
CAEL
PTE Academic
TOEFL iBT Test

All test results must demonstrate abilities in speaking, listening, reading, and writing.

CELPIP general tests must show a score that is equivalent to Canadian Language Benchmark of at least 7 in each of the four language speaking abilities

CAEL and Pearson PTE Academic test results must show a minimum score of 60.

Educational Testing Service (ETS) TOEFL iBT Test need a minimum score of 83.

Students must take these tests in-person. Online, remotely proctored tests will not be accepted for applicants in the SDS.

Prior to this change, IELTS General and IELTS Academic were the only tests approved by IRCC for SDS applicants.

As many university and college programs come to an end, international students may be considering post-graduation options, which can include applying for a Post-Graduation Work Permit (PGWP).

1. PGWP enables one to gain Canadian work experience.
2. To be eligible for the PGWP, you must have held full-time student status
3. The PGWP cannot be renewed and you can only apply for one PGWP in your lifetime. Although you cannot renew your PGWP, you may be able to extend your PGWP if it was limited in duration by your passport expiration date.
4. You can apply to extend your PGWP before it expires if you qualify for a different type of work permit Visa
5. Processing status grants you legal status while you wait for the decision on your PGWP application.
6. Some PGWP applicants can work full-time while they wait for the processing of their PGWP application, even if they leave and re-enter Canada
7. Study permits become invalid 90 days after the end of the study program and If your study permit is expired before you apply for a PGWP, you can apply the same from overseas/ Outside Canada also.
8. Ignore the 120 days validity notice upon acknowledgement of the PGWP application, as sometimes the decision takes longer than 120 days.
9. Spouses and common-law partners of PGWP holders may be eligible to apply for a work permit under the C41 exemption.

According to recently released data from Statistics Canada (StatsCan), both salaried and hourly employees in Canada saw their average hourly wages rise in February 2023.

On average, across the country, salaried employees saw their month-over-month wages increase from $42.37 to $42.58 between January and February 2023. The same is true for employees paid on an hourly basis, whose average wage rose from $29.25 to $29.44.

In both cases, these increases continue recent trends. Hourly wages for Canada’s salaried employees have now increased for six straight months and hourly-paid workers have seen their wages rise for eight months in a row.

10 May 2023, Immigration Minister Sean Fraser and Minister of Families, Children and Social Development Karina Gould, have unveiled the new Canadian passports.
The passport redesign has been in progress since 2013. The government says it is a regular process to prevent counterfeiting and to integrate more modern security features.

The new passport includes security features that are designed to keep Canadians’ identities safe. Minister Fraser highlighted that the document will have a polycarbonate data page and passport holders’ personal information will now be laser engraved instead of being printed with ink. This is meant to make the data page more durable and resistant to tampering and counterfeiting. Additionally, there is a custom see-through window with a secondary image of the passport holder, a variable laser image, and a temperature sensitive ink feature.

In terms of design, the minister said that the document would capture Canada’s natural heritage. He said the design is a result of consultation with numerous stakeholders. He also said designs need to be entirely redone every few years to help improve security.

The latest statistics from Passport Canada show that as of May 5, 209,548 passport applications have been received so far in 2023 and 210,171 passports have been issued.

Last September, Canada tied for eighth place in the most recent Global Passport Ranking report by Henley & Partners, a global immigration consultancy. Australia, Greece, Malta and the Czech Republic were also ranked eighth. Passports are ranked based on the number of other countries a citizen may enter without having to get any kind of visa.

According to the report, Canadian passport holders can enter 185 countries without a visa. Japan’s passports were the number one passport in the world as its citizens can enter 193 countries. Singapore and South Korea were tied for second place at 192 countries. Afghanistan had the lowest ranking passport and only has visa-free entry to 27 countries.

Immigration Refugees and Citizenship Canada (IRCC) has visa processing offices worldwide.

Often, one office will be responsible for a region of the world and serve nationals of many countries.

This is meant to help expedite processing times but there is sometimes a disparity in office locations regarding how long it takes to process a visa.

IRCC has different service standards that vary depending on the type of application. A service standard is a goal that IRCC sets for the time it should take to process an application. For example, all Express Entry applications received after July 2022 have a service standard of six months and temporary resident visas have a service standard between 60-120 days. The service standard is different from the actual amount of time that IRCC takes to process applications. Applications not processed within the service standard for their program are categorized as backlog. IRCC aims to process at least 80% of all applications within the service standard.

Why are there differences between processing offices?

IRCC says visa offices have different operating challenges depending on the country or region in which they are located. Resource allocation also plays a significant role in regional disparities. IRCC workforce demographic data from 2022 shows that only 2% of its workforce is located internationally, while over 55% are at IRCC’s national headquarters in Ottawa. This means that capacity in international visa processing offices is limited compared to those in Canada.

Another factor that can cause timing to vary is the type of application received. Some applications take longer to process than others. For example, at the time of writing, the IRCC processing time tool shows that study permit applicants outside of Canada will need to wait for an average processing time of seven weeks. Applying from inside Canada has a service standard of three weeks.

Conversely, according to the same tool, applying for the Express Entry Federal Skilled Worker Program from outside Canada can take up to 26 months.
