On April 22, 2025, a devastating terrorist attack occurred in Baisaran Valley near Pahalgam, Anantnag district, Jammu and Kashmir, resulting in the deaths of 26 civilians, predominantly Hindu tourists. This incident stands as one of the deadliest assaults on civilians in India since the 2008 Mumbai attacks.
The Attack
Five armed militants, reportedly affiliated with the Pakistan-based terrorist group Lashkar-e-Taiba, infiltrated the tourist area, which is accessible only by foot or horseback and lacked significant security presence. Disguised in military-style uniforms and armed with M4 carbines and AK-47s, the assailants targeted tourists by asking them to identify their religion. Those who identified as Hindus were shot at close range. Among the victims was a local Muslim pony ride operator who attempted to protect the tourists and was killed in the process.
Immediate Aftermath
The attack prompted widespread condemnation across India and internationally. Local residents and pony handlers played a crucial role in rescuing the injured, transporting them to nearby medical facilities. Gurudwaras in Kashmir opened their doors to shelter tourists fleeing the area. In response, Indian security forces launched a massive crackdown in nearby villages, detaining nearly 2,000 individuals and demolishing homes of suspected militants.
Political and Diplomatic Repercussions
The Indian government accused Pakistan of supporting the militants, leading to heightened tensions between the two countries. India suspended the Indus Waters Treaty, expelled Pakistani diplomats, and closed its borders. Pakistan denied involvement and retaliated by suspending the Simla Agreement, restricting trade, and closing its airspace to Indian flights. Skirmishes along the Line of Control intensified, raising fears of a larger conflict.
Reactions and Condemnations
Prominent Muslim organizations in India, including the Jamiat Ulema-e-Hind and the All India Muslim Personal Law Board, strongly condemned the attack, emphasizing that terrorism contradicts the principles of Islam. They highlighted the unity among communities, noting that local Muslims risked their lives to save Hindu tourists during the attack.
Impact on Tourism and Local Sentiments
The attack severely impacted the tourism industry in Kashmir, with over a million cancellations reported. Authorities closed 48 of the region’s 87 government-authorized tourist resorts as a precautionary measure. Despite the tragedy, many Kashmiris expressed grief and condemned the violence, participating in protests and observing shutdowns in solidarity with the victims.
This brutal incident underscores the ongoing challenges in ensuring security and fostering communal harmony in the region.
