Order passed by ADC doda is unconstitutional .

Article 20 clause 2 of indian constitution says that no person shall be prosecuted and punished for the same offence more than once .when punishment for the offence of not wearing helmet is clearly given in motor vehicle Act then there is no need to pass such orders.
The lower bureaucracy are hell bent to pass unconstitutional orders on their whims and wishes .Recently honble justice Bharti of J&k High court passed direction for seizing the powers of ADC Rajouri and in order honble justice mentioned that such officers not aware of even basic concepts of law .

Worst case of exploitation

Erstwhile district doda , orphan child without any guardian.

As winter season has began in entire Erstwhile district doda /chenab valley, electricity curtailment schedule issued and implemented by JPDCL ,Doda whereby heavy curtailment is imposed on districts doda .when electricity is most need-by people of this region due to harsh cold climatic conditions.

As per information provided by JPDCL,doda , in winter season entire erstwhile district doda/Chenab valley require only 155 MW units of electricity and in summer only 70MW units, despite producing 900MW of electricity as per information provided by JPDCL ,doda through Baglihar Dam on river chenab.

Supply by JPDCL ,doda always kept short by 80MW units ,which is matter of grave concern and give rise to number of questions.

My request to LG administration to look into the matter and provide 24x7 electricity to the people of erstwhile district doda.

People of most backward , yet educated region of UT of j&k lack proper representation since long time.
