The Supreme Court (SC) has issued directions to Legal Services Authorities (LSAs) to ensure free legal aid for prison inmates, emphasizing effective implementation and monitoring.
Strengthening LSAs: The National Legal Services Authority (NALSA), along with state and district-level legal authorities, is tasked with implementing the Standard Operating Procedure (SOP-2022) effectively, ensuring periodic upgrades.
Monitoring Prisoner Legal Aid Clinics (PLACs): LSAs must regularly review PLACs to assess and enhance their functioning.
Data-Driven Improvements: LSAs should periodically update statistical data on legal aid services and address any shortcomings identified through data analysis.
Legal Aid Defence Counsels: The work of Legal Aid Defence Counsels will undergo periodic inspections and audits to maintain efficiency and accountability.
Awareness Campaigns: Efforts to raise awareness about legal aid schemes should include the creation of literature in local languages and the use of suitable promotional methods.
Effective Communication: LSAs are directed to interact regularly with convicts, Jail Visiting Lawyers (JVLs), and Para Legal Volunteers (PLVs). High Courts are also encouraged to provide information about legal aid facilities on their official websites.
Periodic Reporting: DLSAs are required to submit reports to SLSAs, and SLSAs to NALSA. Digitization of this reporting process is recommended to improve accessibility and efficiency.
