This is the deteriorated model of Punjab’s canals that Principal Secretary Irrigation Shri Krishna Kumar and Chief Minister Bhagwant Mann promoted at every stage, claiming that after extensive research they had introduced a model that would last for 100 years. They described it as a very strong and durable model. However, the Jal Jeevan Bachao Morcha repeatedly warned the government on every platform that this model would not succeed in Punjab. The Morcha had expressed confidence in the traditional brick-lined model, but the Punjab Government did not accept it.
The situation is now in front of everyone canals, distributaries, and water channels across Punjab are breaking down. Who is responsible?
ਪੰਜਾਬ ਦੀਆਂ ਨਹਿਰਾਂ ਦਾ ਇਹ ਉਹ ਜਰਜਰ ਹੋਇਆ ਮਾਡਲ ਹੈ ਜੋ ਪ੍ਰਮੁੱਖ ਸਕੱਤਰ ਨਹਿਰਾਂ ਸ਼੍ਰੀ ਕ੍ਰਿਸ਼ਨ ਕੁਮਾਰ ਜੀ ਤੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਹਰ ਸਟੇਜ ਤੋਂ ਇਹ ਕਹਿ ਕੇ ਲੋਕਾਂ ਸਿਰ ਮੜ੍ਹਿਆ ਸੀ ਕਿ ਲੰਬੀ ਖੋਜ ਤੋਂ ਬਾਅਦ ਇਹ 100 ਸਾਲ ਦਾ ਮਾਡਲ ਲਿਆਂਦਾ ਹੈ। ਇਹ ਬਹੁਤ ਮਜ਼ਬੂਤ ਤੇ ਟਿਕਾਊ ਮਾਡਲ ਹੈ ਪ੍ਰੰਤੂ ਜਲ ਜੀਵਨ ਬਚਾਓ ਮੋਰਚਾ ਸਰਕਾਰ ਨੂੰ ਹਰ ਪਲੇਟਫਾਰਮ ਤੋਂ ਆਗਾਹ ਕਰ ਰਿਹਾ ਸੀ ਕਿ ਪੰਜਾਬ ਦੇ ਵਿੱਚ ਇਹ ਮਾਡਲ ਕਾਮਯਾਬ ਨਹੀਂ ਹੋਵੇਗਾ। ਮੋਰਚੇ ਨੇ ਇੱਟਾਂ ਦੇ ਮਾਡਲ ਤੇ ਭਰੋਸਾ ਜਤਾਇਆ ਸੀ ਪਰ ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਉਹ ਮਨਜ਼ੂਰ ਨਹੀਂ ਸੀ। ਹਾਲਾਤ ਤੁਹਾਡੇ ਸਾਹਮਣੇ ਹਨ ਪੰਜਾਬ ਦੀਆਂ ਸਾਰੀਆਂ ਨਹਿਰਾਂ, ਸੂਏ, ਕੱਸੀਆਂ ਟੁੱਟ ਰਹੀਆਂ ਹਨ। ਜ਼ਿੰਮੇਵਾਰ ਕੌਣ
