(a) To provide all possible legal assistance to the weak, poor and underprivileged Tibetans living in the Tibetan community in-exile, provide legal advice to Tibetans faced with problems related to law, provide free service of interpreters and lawyers to weak and poor Tibetans, and endeavour to provide legal services/lawyers to poor In

dians requiring legal protection. (b) To initiate/promote activities at various international forums by effectively presenting the case of Tibet from a legal standpoint. (c) To provide advice and workshops from time to time to members of the association, schools, monasteries, non-governmental organisations, civil servants of the CTA, general public, etc., thereby enhancing the knowledge on law and enabling individuals and the community to present/argue their rights in accordance with legal procedures. To further provide advice on prevention of illegal or unlawful acts and training by experts to Tibetans in-exile on various subjects pertaining to law. (d) To offer service and legal advice to the Central Tibetan Administration, if and when approached. (e) To initiate/promote a project on researching law of the respective country as well as international law and translating these into the Tibetan language. To launch a website for social networking, periodically publishing and distributing books, magazine, etc., and eventually building a law library for advancement of legal procedure by the Tibetan community. (f) To research and examine legal systems/procedures of countries which may be relevant to the political struggle of the Tibetan people. In particular to conduct study and research into the legal system of China making them known to the Tibetan people, and avail the knowledge while striving for the cause of Tibet. (g) To raise funds lawfully through grants, donations, etc. This fund will be utilised for achieving the aims of the association, for the welfare of the Tibetan people, and for the cause of Tibet. (h) To provide scholarships, grants, stipends and allowances to deserving Tibetan law students or Tibetan lawyers for his/her advancement of knowledge. To create a forum exploring employment opportunities to Tibetan lawyers and to give them career counselling. (i) To organise workshops from time to time for enhancement of legal knowledge of the Tibetan law students. (j) To maintain and strengthen contacts with local, regional and international entities/organizations having objectives similar to the Tibetan Legal Association. (k) To formulate and implement projects which are beneficial to the Tibetan community. (l) To endeavour to achieve the above stated objectives in keeping with the availability of funds and human resources of the association.

On 13th and 15th January, TLA, in collaboration with the CTA’s Women Empowerment Desk Women's Empowerment Desk, CTA, conducted intensive training sessions on the POSH Act, 2013 for the ICC members of the CTA Department.

As members of the Internal Complaints Committee (ICC), it is extremely important to have a thorough understanding of the POSH Act, including the rights and liabilities of ICC members and, most importantly, the correct procedure for conducting inquiries into complaints. The overall objective of this training was to ensure that victims are supported effectively and provided with justice.

The POSH Act was enacted in 2013 with the sole objective of preventing, prohibiting, and providing redressal for sexual harassment of women in the workplace.

The topics covered included a detailed explanation of each chapter of the POSH Act, relevant case laws that help in better understanding the provisions of the Act, and a comparative analysis of the CTA Guidelines with the POSH Act.

We are grateful for this collaboration and look forward to continuing our association for more impactful initiatives for the benefit of the community.

On 26–28 November, TLA Legal Counsel cm General Secretary, Ms. Tenzin Dolkar, had the honour of attending the 18th Session of the UN Forum on Minority Issues at the United Nations Office in Geneva, convened by the United Nations Human Rights Council (UNHRC).

The Forum gathered UN officials, human rights experts, minority-rights advocates, civil society groups, academics, and representatives from minority communities worldwide, offering an important space to exchange experiences, learn from global challenges, and reflect on policy development for the protection of minorities.

Ms. Dolkar participated as a representative of the Tibetan Legal Association, attending presentations, panel discussions, side events, and stakeholder dialogues focused on cultural rights, legal protection, statelessness, and the role of minority communities in safeguarding their identity.

We extend our sincere gratitude to The Office of Tibet, Geneva, Representative Thinlay Chukki la, for their support and guidance throughout the Forum.

TLA remains committed to strengthening legal awareness, supporting Tibetan communities in diaspora, and working with international mechanisms to promote minority rights, dignity, and equal representation.

On 17 and 18 November, TLA organized a legal workshop on Indian Criminal Law and the Justice System, and Laws on Crimes Against Women and Children for the Settlement Officers of South and Central India in Dharamsala. This workshop was conducted following the successful training held last year for the Settlement Officers of North and Northeast India.

The topics covered during the workshop included:

1. Basic knowledge of trial procedures and the Indian criminal justice system
2. The Protection of Children from Sexual Offences (POCSO) Act and the Juvenile Justice Act
3. Laws related to crimes against women such as the Domestic Violence Act, POSH Act, Maternity Benefit Act
4. The NDPS Act
5. Documentation requirements under the Foreigners Act and the Passport Act

We were also honoured to have Mr. Lhaduk la, General Secretary at the Tibetan Supreme Justice Commission, who delivered an informative session on the Tibetan Charter and the procedures to file cases before the Local Tibetan Justice Commissions and the Supreme Justice Commission.

On 5th September 2025, during the “Career Guidance through Psychometric and Artificial Intelligence” program organized by the CTA’s Department of Education for Career Counsellors of Tibetan schools, TLA had the privilege of conducting a dedicated two-hour session on POCSO (Protection of Children from Sexual Offences) and the Juvenile Justice Act.

The session aimed to raise awareness among career counsellors about the legal frameworks that protect children and adolescents, highlighting their rights, the procedures for reporting violations, and the critical role educators and counsellors play in ensuring a safe and supportive environment for students. Through interactive discussions and real-life examples, participants explored practical strategies for identifying, addressing, and preventing cases of abuse while staying compliant with the law.

We are deeply grateful to the CTA Department of Education for providing TLA with this opportunity to contribute to such an important initiative. The engagement and enthusiasm of the counsellors reflected their commitment to creating safer learning spaces for Tibetan children, and we look forward to continuing such collaborations in the future.
