On 14th October 1837 the first draft code penal law was submitted by the first law commission presided by Macaulay with MacLeod Anderson and Millet as commissioners. Which was circulated law learners. After expiring of the tunnel of first law commission the second law commission was constituted with same members and they submitted there are reports in two parts 1 in 1846 and other II in 1847. The talk code again underwent for or d provision bye by the law members of governor general's council namely Bethune and Peacock. After revision the code was forwarded to legislative council in 1856 and after discussion the code was finally passed and got assent of the Governor general on 6th October 1862, and hence the Indian Penal Code, Act XLV OF 1860 came into force on 1 January 1862.

With reference to MPHJS Exam 2020, below is some important information for the MPHJS Exam 2020 aspirants.



Test Date: The test is scheduled in the Morning shift on Wednesday, September 30, 2020. The test will be a Computer Based Test which will be conducted at the test centres only. The candidates will be required to go to the respective test centres for the exam.



Additional Exam Fee Window: There will be a limited time window (12:00 pm on Tuesday, September 8, 2020 to 11:55 pm on Thursday, September 17, 2020) during which you can pay additional exam fees.



Please note that no other details mentioned in MPHJS 2020 Application Form are editable. This link option is only mandatory to pay additional examination fee to appear in the exam. Once the additional examination fee is paid, no further changes will be allowed.



Admit Card: The Admit Card for the exam will be made available by Wednesday, September 23, 2020 (candidates will be intimated through the email once the same is available to download similar information will be updated on the MPHC website also).



It is also advised to regularly check your registered email id and the MP High Court website (Recruitment section) for any update on MPHJS Exam 2020. Please find below the Additional Exam Fee link.

Apex court held that strange have no right to file appeal against decree
the bench comprising Justices L. Nageswara Rao, Krishna Murari and S. Ravindra Bhat observed that the provisions of civil procedure code i.e. Section 96 and 100 of the Code of Civil Procedure provide for preferring an appeal from any original decree or from decree in appeal respectively. The aforesaid provisions do not enumerate the categories of persons who can file an appeal.However, it is a settled legal proposition that a stranger cannot be permitted to file an appeal in any proceedings unless he satisfies the Court that he falls with the category of aggrieved persons. It is only where a judgment and decree prejudicially affects a person who is not party to the proceedings, he can prefer an appeal with the leave of the Appellate Court. The expression ‘person aggrieved’ does not include a person who suffers from apsychological or an imaginary injury; a person aggrieved must, therefore, necessarilybe one, whose right or interest has been adversely affected or jeopardized. In Srimathi K. Ponnalagu Ammani Vs. The State Of Madras represented bythe Secretary to the Revenue Department, Madras and Ors.7, this Court laid down
the test to find out when it would be proper to grant leave to appeal to a person not aparty to a proceeding against the decree or judgment passed in such proceedings.

Justice Ranjan Gogoi was on Thursday appointed the 46th Chief Justice of India, according to the Law Ministry. He would assume office on Oct. 3 after the incumbent Dipak Misra retires a day before. Justice Gogoi will have a tenure of a little over 13 months and would retire on Nov. 17, 2019.
