Canada launches new temporary residence pathway to welcome those fleeing the war in Ukraine

March 17, 2022—Ottawa – The resiliency and courage of Ukrainians have inspired the world, and Canada is unwavering in its commitment to provide support to Ukraine as it fights for its sovereignty and for the democratic ideals that our countries share.

In response to Vladimir Putin’s full-scale invasion of Ukraine, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, today announced the launch of the Canada-Ukraine authorization for emergency travel (CUAET). The CUAET is a special, accelerated temporary residence pathway for Ukrainians seeking safe haven in Canada while the war in their home country continues.

With the CUAET, Ukrainians and their immediate family members of any nationality may stay in Canada as temporary residents for up to 3 years. Applicants who are overseas need to apply online for a Canadian visitor visa and provide their biometrics (fingerprints and a photo). Applicants are encouraged to apply for a 3-year open work permit at the same time as their visa application. This permit will allow them to work in Canada. Under this special program, many of the regular requirements associated with a normal visitor visa or work permit have been waived. Elementary and high school students can register for and start attending school as soon as they arrive in Canada, and anyone looking to study at the post-secondary level can apply for a study permit once on Canadian soil.

Applicants who do not have a valid passport may still apply, and Immigration, Refugees and Citizenship Canada (IRCC) will issue a single journey travel document on a case-by-case basis, where appropriate.

Ukrainian workers, students and visitors and their family members who are already in Canada also benefit from these measures. They may either apply to extend their visitor status or work permit for 3 years, apply for a new work or study permit, or extend their existing permit. IRCC will waive all extension and work or study permit application fees.

To ease the burden on applicants, IRCC is waiving all application fees for these programs.

The Government of Canada is also calling on employers who wish to support Ukrainians with offers of employment to register these offers on Job Bank’s Jobs for Ukraine webpage. Job Bank will then work with local organizations and employers to help connect them with Ukrainians seeking work in their communities. We are also in discussions with partners, including provinces and territories, the business community, the Ukrainian-Canadian community and settlement organizations, on how best to support those arriving from Ukraine, and more information will be available soon. IRCC will continue to monitor volumes of travellers and their needs closely and will take action as required.

We are working around the clock to help Ukrainians and their families get to Canada as quickly and as safely as possible. We are already prioritizing and fast-tracking applications, and waiving application and processing fees. We have increased our operational capacity in the region, in anticipation of an increased volume of requests. This includes relocating staff and moving additional supplies and equipment, such as mobile biometric collection kits. We are also adjusting operations in offices across our global network to ensure service continuity for Ukraine.

Ukrainians and their family members are exempt from Canada’s COVID-19 vaccination entry requirements. However, they must still meet all other public health requirements for travel, such as quarantine and testing. With limited exceptions, all travellers to Canada, including anyone arriving under the CUAET, must also use ArriveCAN.

The CUAET and Job Bank will be instrumental in supporting the Government of Canada’s response to Vladimir Putin’s brutal full-scale invasion of Ukraine. Most importantly, these measures help us do our part to welcome more Ukrainians to Canada.

Launching a new online case status tracker for family class permanent residence applications

The Government of Canada understands that to keep attracting talent as a destination of choice, we must remain committed to improving our client service and providing the best experience possible for people who see their future in Canada.

The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, today announced the launch of a new digital case status tracker that will allow some family class permanent residence applicants, sponsors and their representatives to more easily check their application status online. This builds on the Government of Canada’s recent announcement on modernizing Canada’s immigration system to support economic recovery and improve client experience.

For the initial launch, the tracker will be available for permanent residence applicants in the spouse, partner and dependent child categories. Immigration, Refugees and Citizenship Canada (IRCC) is working on providing similar solutions to additional applicant groups as we continue to improve and introduce new tools to support our clients.

As we implement measures to improve the client experience, we’re also focused on reducing processing times for applicants. Efforts to date have allowed average processing times for spousal sponsorship applicants to return to the service standard of 12 months for new applications.

The decision to choose Canada is not taken lightly, and the process can be both exciting and stressful. This tool will enable clients to keep track of their application and any needed actions required to keep it moving as quickly as possible. It also increases transparency by giving them access to all of the same information they would get if they contacted an IRCC client service agent.

IRCC interacts with millions of clients in Canada and around the world every year, and we receive a high volume of application update requests by phone and by email at our Client Support Centre. We want to make sure clients can get timely answers to their application inquiries online. The development of digital case status trackers is part of IRCC’s ongoing efforts to provide meaningful and transparent information to clients, and to modernize our services to better respond to their needs.

Modernizing Canada’s immigration system to support economic recovery and improve client experience

January 31, 2022 — Ottawa — Immigration is the engine of the Canadian economy, helping to address labour shortages and keep our communities thriving. Newcomers have played an essential role in addressing some of our most severe labour shortages throughout the pandemic, including on the front lines. However, there remain challenges, including processing delays that have led to frustrations for those trying to come to Canada to work or reunite with their families. While Canada welcomed the highest number of permanent residents in a single year in 2021 by processing a record number of applications, border restrictions and other pandemic-related factors have led to delays for many applicants, and long waits for application updates. We know these need to be addressed.

Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced measures to improve client experience and modernize the immigration system. These measures are part of a broader process to address key challenges faced by our clients, and achieve the more predictable processing times that our clients expect and deserve.

We know that many talented and skilled newcomers have waited long during the pandemic. In the Economic and Fiscal Update 2021, the Government of Canada proposed $85 million in new funding to reduce application inventories. The investment will support additional staff, allowing us to welcome people who can help address labour shortages and to return to processing service standards in various programs by the end of this year, including for study permits, work permits and permanent resident card renewals. We are also working to reduce processing times for visitor visas and proof of citizenship.

These improvements will build on what Immigration, Refugees and Citizenship Canada (IRCC) has already done to reduce wait times, such as hiring approximately 500 new processing staff, digitizing applications, and reallocating work among our offices around the world.

To help accelerate our processing work, we are expanding the use of advanced data analytics in helping officers sort and process visitor visa applications submitted from outside Canada. During the time the data analytics system has been used for visitor visas, it has been shown that routine files can be assessed 87% faster, resulting in some applicants receiving decisions more quickly while program integrity is maintained. An IRCC officer will always make the final decision, but this system will improve client service by helping IRCC manage the increasing volume of visitor visa applications.

IRCC made over half a million decisions on permanent resident applications in 2021. We are further increasing processing capacity and plan to make 147,000 permanent residence final decisions in the first quarter of 2022—doubling what was done in the same period last year.

To further support permanent residence applicants, we will be expanding the digital application portal to include more clients in summer 2022. The transition to an online application process will minimize COVID-19-related delays associated with processing paper applications, and will provide clients with immediate confirmation that their application was successfully submitted. Efforts to date have allowed average processing times for spousal sponsorship applicants to return to the service standard of 12 months for new applications.

We understand that clients want easier access to status updates on their case files. That is why we will also introduce a new Permanent Residence Application Tracker in February 2022 for spouses and dependents, to allow clients to easily access their application information and status online.

To further address COVID-19-related challenges and expedite the process, IRCC has also developed a portal to allow permanent residence applicants in Canada to finalize their process and receive their permanent residency cards without any in-person interaction. From June 2021 to December 2021, 225,000 permanent residents have used this portal.

For citizenship applicants, IRCC has introduced online testing, developed an online application tracker and launched virtual citizenship ceremonies. Over the last few months, we have hosted approximately 350 virtual ceremonies per month, and more than 170,000 new Canadians have been sworn in since April 1, 2020. We are continuing to expand the use of virtual ceremonies. Moving forward, we are exploring an option for those who wish to self-administer their Oath by signed attestation, and celebrate their citizenship at a later date. This would shorten the waiting time for those at the final stage of their citizenship process.

As our work continues, IRCC remains dedicated to providing meaningful, timely, and transparent information to our clients. This includes updating our online processing times tool in the coming months to give our clients more up-to-date estimates of how long it will take to process their applications. We will continue to focus on ways to modernize how we deliver our programs and services, so Canada can continue to be a destination of choice for people all over the world.
