Karnataka's Caste Census Sparks Political & Legal Debate
The Congress-led Karnataka govt has tabled the long-awaited Socio-Economic and Educational Survey Report (aka caste census) — set to be discussed on April 17.

Originally commissioned in 2015, the report aims to influence OBC reservations under the 127th Constitutional Amendment, but has drawn sharp criticism from opposition parties including the BJP and JDS.

Key Legal Question:
Can a State conduct a caste census?
As per constitutional norms, only the Central Government is empowered to conduct a population census under the Census Act, 1948. However, states can undertake socio-economic surveys, though the legal validity and policy implications of using such data for reservation benefits remain contentious.

Political Angle:
The survey allegedly underrepresents dominant groups like Lingayats (17%) and Vokkaligas (12%), igniting fears of reduced political representation.

Cost to State Exchequer:
Rs. 165 Cr, with digitisation by BEL alone costing Rs. 43 Cr.

Nithyananda's 'Kailasa' & the Bolivia Land Scam: Can Anyone Just Start a Country?

20 followers of the self-styled godman Nithyananda were arrested in Bolivia for an alleged land grab scam under the name of a so-called nation — The United States of Kailasa.

They signed illegal 1,000-year land lease agreements with indigenous tribes, claiming sovereignty over thousands of hectares in the Amazon. Bolivia has now deported the group, firmly rejecting any diplomatic ties with "Kailasa".

But can anyone create a country?
Advocate Sachin Nayak explains:

“Even if an individual or group purchases land and lives autonomously, they do not gain sovereignty. All land remains under the authority of an existing nation-state, and its residents are still subject to that country’s laws.”

“If those arrested acted on behalf of ‘Kailasa’, they could face serious charges of fraud, misrepresentation, or unlawful occupation.”
