Centre for Law and Policy Research (CLPR) is an organisation which aims to promote legal education,

CLPR is involved in high impact litigation work in the Supreme Court, the High Court of Karnataka and the subordinate courts. As part of its litigation work, the Centre has taken up matters in the areas of disability law, tobacco regulation law and urban infrastructure development law. The team of CLPR consists of lawyers and academicians carrying out research also in these areas. The Centre also

has a wide network of experts such as academicians, advocates and research organisations with whom it partners on several projects in order to make substantial intellectual contributions to law and policy related matters.

On 10th July 2026, the women advocates at the High Court of Karnataka along with the Advocates’ Association, Bengaluru, convened the inaugural session of ‘Luncheon Conversations’, a series of discussions for women advocates practising at the court.

Held at the newly inaugurated Women’s Bar Room at the court, the event was graced by the presence of Smt. Dr. Shalini Rajneesh, the Chief Secretary of the Government of Karnataka. Dr. Rajneesh and the women advocates had an engaging discussion on women’s progress in the state, suggestions for infrastructural improvements in courtrooms, and experiences of working and advancing in previously male-dominated professions.

Justice Meenakshi Madan Rai has been appointed as Chief Justice of the Patna High Court.

Justice Rai’s appointment as Chief Justice of a High Court is significant as she comes from the Northeast, a region historically underrepresented in the higher judiciary and now takes charge of a large High Court with a sanctioned strength of 53 judges. At the same time, her tenure is set to last only 37 days. In a court grappling with significant case pendency and short tenures make the work of institution-building that much harder.

On 11 May 2026, the CLPR team participated in a Statewide Consultation in Warangal, Telangana on the Transgender Amendment Act, 2026: Litigation Strategies & the Way Ahead. The event brought together more than 80 participants from 30 districts across Telangana to understand the impact of the Amendment and how evidence may be gathered to challenge it.

CLPR's Executive Director, Senior Advocate Jayna Kothari spoke to the gathering about the Amendment. Constitution Defender Fellow Kanmani R discussed how testimony can be used in law and Research Fellow Mihir R supported discussion groups and the survey form circulated during the meeting.

Today, on International Trans Day of Visibility, we stand in solidarity with the transgender community, and the ongoing struggle for dignity, autonomy, and equal rights.

This day is an opportunity to acknowledge the presence, experiences, and contributions of trans persons, while also recognizing that visibility alone does not ensure safety, inclusion, or access to justice.

In the context of the recently passed Trans Amendment Act 2026, we acknowledge the concerns it raises for the self-determination of gender identity and expression of trans persons and communities.

CLPR remains committed to advancing these principles through its work in research, litigation, and advocacy, and to supporting transgender persons in accessing legal remedies and protections.

The 2026 Transgender Amendment Bill and its Roll-Back of Constitutional Rights

Based on CLPR’s work in the field, this blog examines how this amendment poses a grave threat to the rights of transgender and q***r persons. It takes away the right to self-determination, narrows the definition of transgender persons, medicalises the certification process, and risks criminalising support networks and service providers.

On 20 March 2026, CLPR hosted a panel to discuss the book 'TransForming Rights: How the Law Shapes Transgender Lives, Identity and Community in India', edited by Jayna Kothari, Executive Director, CLPR, at the Bangalore International Centre.

The panel brought together activists, scholars, and contributors to engage with the book’s themes and reflect on the evolving landscape of transgender rights in India. Discussions examined questions of the future of trans rights in India, cross-solidarity and allyship across feminist, q***r, and trans movements, and the role of law and policy in securing rights for the transgender community.

The conversation also engaged with the recently introduced Amendment Bill in Parliament, reflecting on its broader implications for the community and its hard won rights.
