In Gujarat, 85% families live in just one or two rooms

The findings of the Union government's "Sample Registration System-Baseline Survey, 2014" reveal the truth about Gujarat - that more than 85% of families in the state live in one-room or two-room houses.

The numbers of those living in these cramped conditions in Gujarat exceeds the national average by almost 10 percentage points. Schemes by the state government, like the Mukhyamantri Gruh Yojana, have done little for those without loads of cash.

The survey data also points out that only 4.25% people in Gujarat can afford to live in houses with four or more rooms, while the national average is 11%.

Shockingly, the data from the Census department survey goes on to show that Gujarat has the third-highest percentage of families without a roof over their heads - only Rajasthan (0.9%) and Tamil Nadu (1.7%) are worse.

The issue, says Gaurang Jani, sociologist and associate professor at Gujarat University, is that the state government has traditionally paid little attention to affordable housing.

Jani said that it was only in the last assembly elections that the word "affordable housing" crept into the agendas of political parties.

Affordable housing, said Jani, was left to the private sector and the Gujarat Housing Board hasn't built a single scheme in the past 20 years for low-end consumers. Most schemes that passed for EWS housing were for government purposes like slum rehabilitation.

"There are large numbers of slums in the bigger cities like Surat and Ahmedabad, and in these, families still live in one-room houses. Even the Indira Awas scheme is a one-room oriented project," he said.

The end result was that realty prices put houses beyond the reach of low-income families and the middle-class couldn't think of upgrading, even when family sizes increased.

Also, a lack of highly developed public transport networks, like that in Mumbai or Delhi, means people need to live close to their workplaces, where property rates are high, and have to make do with whatever shelter they can afford.

The survey data also shows that Gujarat is eighth from the bottom, among 21 states, in terms of families in rural areas living in pucca houses. Only 48.1% families in rural Gujarat have pucca houses, while 22.4% live in kuccha houses. In urban areas of the state, not unexpectedly, 89.9% families live in pucca houses and only 2.5% of urban families stay in kuccha abodes.
