The International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) of the U.S. are intended to keep the more security sensitive goods and technologies out of the hands of the wrong people. The U.S. Government expects non-U.S. recipients to comply with these laws and often imposes steep penalties and other sanctions when they are found to have violated them.
