This is an article that you won’t see as a main headline today but is such an important issue.

The Harassment, Harmful Communications and Related Offences Bill, otherwise known as Coco’s Law, has been making its way through the Houses of the Oireactas since 2017.

Our Minister for Justice has indicated that it will become law by the end of the year.

It will criminalise online bullying, harassment and revenge p**n.

The background to how the draft legislation came to be known as Coco’s law is extremely sad but something on which we should all educate ourselves so we can become more aware of what happens behind a screen and help those closest to us.

New rates for the Pandemic Unemployment Payment (PUP) start today:
✅If a worker earned over €300 per week, the PUP will be €300 per week.
✅If a worker earned €200-€300 per week, the PUP will be €250 per week.
✅If a worker earned less than €200 per week, the PUP will be €203 per week.
The rates will change again on 1st February 2021.

The right of employees who have been on lay off for 4 weeks or more to seek redundancy will be suspended even further until November 30th. This is entirely unsatisfactory and defeats the purpose of this particular section of the legislation. These employees cannot even seek suitable alternative work or they may very well loose their right to redundancy, if or when it does arise.

I am not sold on extending this suspension for a further period of time. Usually, a worker who has been on lay off for at least four weeks could apply for redundancy from an employer. However, this right for employees was suspended as part of emergency legislation. There are a lot of employees who have been in limbo since March regarding the status of their employment. While we do need to strike some sort of balance been employers and the government not being crippled with redundancy payments, employees deserve some more certainty than this legal limbo. What do you think?

Today is the beginning of the Employee Wage Subsidy Scheme (EWSS). Below are some of the main highlights of the scheme:
✅EWSS will replace the Temporary Wage Subsidy Scheme (TWSS) from 1st September 2020.
✅Employers must self declare to Revenue that there has been a reduction in turnover or customer orders of 30%, due to the COVID19 pandemic.
✅A tax clearance certificate must be provided.
✅Employers must be registered for PAYE/PRSI.
✅For employees earning a gross weekly wage of €151.50-€202.99, the subsidy will be €151.50.
✅For employees earning a gross weekly wage of €202.99-€1,462.00, the subsidy will be €203.00.
✅There is no eligibility for a subsidy where the employee is earning less than €151.50 gross per week.
✅There is no eligibility for a subsidy where the employee is earning more than €1,462.00 gross per week.
✅Tax deductions will operate as normal.
✅New hires and seasonal workers are eligible for this scheme.

This case is going to illustrate how online trolls/bullies will be held accountable for unlawful behaviour. Today, a social media influencer has been granted a Norwich Pharmacal order which now requires Facebook Ireland Limited to provide her with the account users’ identities, names, postal addresses, telephone numbers, email addresses, IP addresses and ISP. Once in receipt of this information, the person(s) behind these accounts can be pursued for defamation actions and possibly criminal charges for harassment. From a legal point of view, it will be interesting to see how the case develops from here.

This will be another big blow for rural Ireland, if it proceeds. Rural Ireland needs a bigger voice on a national platform. There has been little or no investment in essential services and more and more people are forced to move to cities for job opportunities. This is not a sustainable way of life.
