Australia's new skilled visa processing direction reflects current workforce pressures and broader government priorities across defence, housing, healthcare and education.

What is particularly notable, however, is that processing priority is determined not only by occupation, but also by where the applicant is located.

The new Direction establishes five priority groups:

1️⃣ Law enforcement and defence occupations – onshore
2️⃣ Law enforcement and defence occupations – offshore
3️⃣ Construction, healthcare and teaching occupations – onshore
4️⃣ All other skilled visa applicants – onshore
5️⃣ All other skilled visa applicants – offshore

The policy rationale is understandable. Australia needs skilled workers in critical sectors linked to national security, housing delivery, healthcare and education. The Direction also places greater weight on applicants already in Australia, on the basis that this provides a practical way to address immediate workforce shortages.

While this approach appears logical, the key issue is that processing priority is no longer driven solely by labour market need or occupation—it is also determined by the applicant's location.

In practical terms, an offshore Registered Nurse nominated for an aged care role in regional Queensland may receive a lower processing priority than an onshore applicant in a non-priority occupation, such as a Marketing Specialist or ICT Account Manager.

📌 Location now plays a significant role in processing priority, and this may have important implications for offshore applicants planning their migration strategy.
