13,193 people were recalled to prison last quarter. Only 22% of them were facing a new charge.

New MoJ figures for January–March 2026 show 13,193 licence recalls in England & Wales — up 31% on the same quarter last year.

Look closer at why, and the picture is more complicated than "recall = reoffending":

→ 22% involved a charge of further offending
→ 73% involved non-compliance
→ 38% failure to keep in touch
→ 24% failure to reside as directed

(Recalls can involve more than one reason, so these don't add to 100%.)

That means the majority of people going back through the gate committed no further proven offence — they missed an appointment, moved address, or fell foul of a licence condition.
