Interesting - First Class 'Signed for' post is still a 'version' of first class post. Ds argument that it was not deemed served until sigend for failed. But Relief from Sanctions refused anyway -

The Royal Mail service ‘Signed For 1st Class’ is first-class post or equivalent for the purposes of the deemed service provisions of the CPR.

3. Some do not wish to be seen to drain important resources from the NHS
