From 1st December 2015, all privately rented homes in Scotland with fuel-burning appliances must be equipped with carbon monoxide detectors and alarms.

Around 20 people a year in the UK die from carbon monoxide poisoning - an inexpensive alarm can save lives. Landlords are urged to install the detectors before the 1st December deadline.

The Scottish Government has announced plans to limit private sector rents, including introducing rent controls in areas prone to steep rent rises, in the Programme for Government announced yesterday.

Tenancies will also be made more secure for tenants, and it will no longer be possible for landlords to evict tenants purely because their contract period has come to an end.

Though most of continental Europe has some form of rent control legislation, in the UK landlords are currently free to determine and modify rent levels at will.

The Scottish Government is to introduce rent control powers to limit steep rises in the cost of housing, it has announced.

Scotland and the South West of England saw rents rise faster than anywhere else in the UK over the three months to July 2015, new figures show.

Glasgow City Council have announced plans to build 25,000 new homes across the city in the next decade, with a £700 million investment by 2020.

Over 1,100 new private homes are currently under construction in Glasgow, but projected growth in the next ten years necessitates thousands more private and socially rented homes to house Glasgow's burgeoning population.

The strategy includes releasing land for the development of affordable homes and turning empty shops into housing.

Responses to the Scottish Government's public consultation on private sector letting reforms indicate overwhelming support for limits on rent increases and for allowing them to be challenged, according to a new report.

The report suggests 99% of respondents want to see rent increases capped at no more than once a year, and 97% want the right to challenge rent increases perceived as unfair before an independent tribunal; furthermore, a majority felt that rent levels should be determined by the size and quality of the property itself rather than local market rates.

CONTROVERSIAL plans to limit rent rises for private tenants to one per year and to allow rent levels and rent increases to be challenged before a tribunal have received overwhelming support, according to a Scottish Government report.

The Scottish Government has published a report analysing the responses to the public consultation on a proposed new private sector tenancy held earlier this year.

Over 7,500 responses were received from across Scotland, and the analysis highlights some interesting results, such as that 70% of respondents did not feel there was a need for rent levels to be regulated by government and 71% felt the proposed list of grounds for repossession did not cover all reasonable circumstances, such as ending a fixed-term student let at the end of the lease period.

Legislation influenced by this consultation is expected to be brought before Holyrood by the end of 2015, although even if successful, implementation is likely to take several years.

Major changes to the way landlords do business were announced in the Summer Budget, including a reduction on the rate of tax relief on buy-to-let mortgages to 20% over the next four years and an end to the automatic 'wear and tear' deduction for furnished rental properties. Make sure you know how the changes will affect you!

From April 2017 landlords will no longer be able to claim tax reliefs worth 40% or 45% of the interest payments on their buy-to-let mortgages. SAL comments on last week’s budget announcements.

Tacit Relocation - what does it mean. Basically it means that if your tenancy is not brought to its natural end by either party then it continues again for the same duration until it is legally brought to an end. Be careful when agreeing lease durations therefore. Get good advice on this before entering into any lease.
