Fellow of the Royal Institution of Chartered

I am a Town Planning Consultant & Chartered Surveyor with nearly 40 years experience acting throughout the UK providing planning advice, submitting applications, handling appeals and enforcement issues. I also lecture, tweet and blog on Town Planning and related issues. I provide a national service at a local charging rate, so that you are paying for my professional advice not my travel time.

After nearly 50 years of providing professional advice both as a Chartered Surveyor and Town Planner the time has come to pull back from full-time consultancy.
It has been a great pleasure to act on behalf of so many businesses, individuals and organisations over the years on such a diverse range of projects.
Thank you for trusting in me.
I am maintaining a more limited home based service and can still provide advice and guidance in certain circumstances, so do please email me in the first instance. ( [email protected] )
My grateful thanks to you all and best wishes for the future.

Government Announce Further Changes to Permitted Development Rights

In particualr these include the potential right to change Class E property "Commercial, Business and Service" uses to residential. There are some limiting criteria and the need to obtain prior approval under the now wel tried and tested system, but this could be a gamechanger for town centres.

Draft Government Guidance on the Extension of certain Planning Permissions as a result of COVID-19 is outlined at the link below.

The Business & Planning Act 2020 makes provision to extend planning permissions - that have lapsed or will lapse between the date of lockdown until 31st December - until 1st April 2021.

The requirement to obtain 'Additional Environmental Approval' for any consent that expired between 23rd March 2020 and 28 days after royal assent of the Act is an important feature. The Draft Guidance provides the mechanism for making an AEA to the local authority.

The reform of the planning system is rising to the top of the Government's agenda (once again!)

A complete reform, with a move toward zoning, is one of the ideas being given serious attention; especially as it is already used in many Countries around the World.

This video provides a useful and short overview of the American Zoning System and highlights some of the issues.

My question? Can we really see local decision-making being replaced by a rigid set of development rules? And how would zoning apply outside of urban areas?

Zoning may seem boring, but it dictates what can and can't be built in your city. I go through the basics of the zoning code (zoning ordinance), describe the...

New measures to help the construction industry boost building and return to work safely will be introduced this week, Housing Secretary Robert Jenrick MP announced (22 June 2020).

Planning permission deadlines will be extended, planning appeals will be sped up and builders will be allowed more flexible working hours following agreement with their local council.

Planning permission usually expires after three years if work has not started onsite. Sites with consent that have an expiry date between the start of lockdown and the end of this year will now see their consent extended to 1 April 2021. This will prevent work that has been temporarily disrupted by the pandemic from stopping altogether.
