Following a public consultation which concluded in February 2026, the Home Office plans to change the baseline 5-year qualifying period to 10 years for many UK visa routes on settlement pathways.
The plans are for a "merit/contribution" based system, with factors such as economic and social contributions being taken into account i.e. high earners vs reliance on public funds.
The 4 pillars of assessment include good character, required higher level of English Language proficiency, contributions via economic activity and residence compliance.
Proposals have not yet been implemented and no draft Immigration Rules have been introduced yet so existing ILR routes remain in force unless and until amended.
