Hong Kong's Judiciary has announced plans to establish the Hong Kong International Commercial Court (HKICC), a new specialist court dedicated to handling complex international commercial disputes.

The HKICC will operate as a division of the High Court and is expected to begin operations within the next year. The court will hear high-value cross-border commercial cases and provide businesses with access to formal judicial proceedings, including transparent processes, authoritative judgments, a structured appeals mechanism, and enforceable rulings.

The new court judgments will be eligible for recognition and enforcement in mainland China under existing mutual arrangements, strengthening Hong Kong’s position as a leading international dispute resolution centre.

The court will be staffed by local judges with significant commercial law experience, while eminent judges and legal practitioners from other common law jurisdictions may be invited to sit on an ad hoc basis. It will also make extensive use of technology, including remote hearings, electronic filing, and voice-to-text transcription.

Quinn Emanuel has increased base salaries for its most junior lawyers in London by 5%, reinforcing its position as one of the leading firms setting compensation trends in the legal market.

The increase raises newly qualified lawyer salaries to £189,000 and comes amid a broader wave of pay hikes across major US law firms. The move is expected to intensify competition for legal talent in London, where firms continue to face pressure to match the compensation packages offered by their US counterparts.

The salary adjustment follows similar increases announced by several leading American firms and reflects the ongoing battle to attract and retain top legal talent. Under the new scale, Quinn Emanuel associates with at least seven years of experience can earn base salaries of up to £373,000.
